Mr. Kusakabe has served as Commissioner of the Agency for Natural Resources and Energy at the Ministry of Economy, Trade and Industry (METI) since July 2015. As head of the agency, he oversees all areas of energy policy including developing Japan’s Strategic Energy Plan, assuring secure energy supply, regulating the electricity & gas sectors, as well as promoting renewable energy and conservation. Mr. Kusakabe is the key advisor to the METI minister on domestic and international energy policy.

Immediately before assuming his current position, Mr. Kusakabe served as a Deputy Vice-Minister under the former Vice Minister Mr. Tsuneyoshi Tatsuoka in charge of the overall organizational management of METI. He was also appointed as a Deputy Director-General for the Nuclear Emergency Response Headquarters, a leading role in the reconstruction in Fukushima.

Under the DPJ cabinet in 2010, Mr. Kusakabe served as a Deputy Director-General of the National Policy Unit in the Cabinet Secretariat and took the lead in formulating the revitalization plan for agriculture which was essential for joining TPP negotiations and in rebuilding Japan’s energy policy after the Great East Japan Earthquake acting as secretariat to the Energy and Environmental Council headed by the Prime Minister.

Earlier in his career, Mr. Kusakabe served as a director of the Automobile Division, formulating measures to strengthen the automobile industry through IT, fuel and storage technology. As a director of the Corporate System Division, working with the Ministry of Justice, Mr. Kusakabe took a leadership role in establishing the Limited Partnership Act for Investment, the Limited Liability Partnership Act and in formulating guidelines in several areas including business takeover defense, and mergers and acquisitions. As a director of Information Economy, Mr. Kusakabe proposed a competition policy for the internet era and formulated guidelines on e-commerce. As a director of the Agency for Natural Resources and Energy, he also played an important role in liberalization of retail electricity sales and formulating guidelines ensuring proper electricity power trading. Since joining METI, Mr. Kusakabe has tackled economic and industrial structure reform through modernization of market, corporate, and competition policy.

Mr. Kusakabe is a graduate of Yokohama National University’s Faculty of Economic Degree. He also spent two years studying abroad at Rochester University’s Ph.D. courses of advanced economics. Mr. Kusakabe was born on January 24th 1960, Tokyo.
