(Purpose of this Act) Article 1
The purpose of this Act is to prescribe the organization and operation of Chambers of Commerce and Industry and the Japan Chamber of Commerce and Industry in order to promote a sound development of the national economy, and at the same time, to contribute to the progress of the international economy. - (Kinds of business)

Article 9
Chambers of Commerce and Industry shall carry on, in whole or in part, the following business in order to attain its purposes: -
(5) To make certifications determination, or inspections concerning quality or quantity of a commodity or commodities, the substance of merchants and industrialists' business, or other matters pertaining to commerce and industry.
