Announcement of Request for Proposal for Entities to Implement the Subsidy Program “Validation of Technologies for Contaminated Water Management Project” in the FY 2013 Supplementary Budget

We published the “Additional Measures for Decommissioning and Contaminated Water Issues at TEPCO’s Fukushima Daiichi NPS” on December 20th for the countermeasures for contaminated water arising in Units 1 to 4 at the Fukushima Daiichi Nuclear Power Station.

In the process of considering “Additional Measures for Decommissioning and Contaminated Water Issues at TEPCO’s Fukushima Daiichi NPS”, we received a total of 780 technical proposals between September 25 and October 23, 2013 through International Research Institute for Nuclear Decommissioning (IRID) for submitting proposals regarding the Request for Information (RFI).

We categorized 780 technical proposals to the following 4 categories. (In fact, adopting individual proposals was not intended in the RFI process.)

1) Technologies recommended to be used immediately
2) Technologies recommended to be used after selection of the appropriate method
3) Technologies that are potentially effective but require verification before use
4) Technologies that require further verification by experts

In these 4 categories described above, especially for technologies which are categorized as “3) Technologies that are potentially effective but require verification before use”, it was decided to carry out technology verification, since those techniques have a high degree of technical difficulty. In this project, we intend to implement validation of the following four technologies.

(1) Demonstration Project for Seawater Purification Technologies
(2) Demonstration Project for Technologies for Capturing Radioactive Substances from Soil
(3) Demonstration Project of Technologies for the Decontamination of Contaminated Water Tanks
(4) Demonstration Project for Unmanned Boring Technologies

To process the applications for RFP, we have selected the Mitsubishi Research Institute, Inc., and it is now executing the tasks of the Project Management Office for the “Project of Decommissioning and Contaminated Water Management.” The Mitsubishi Research Institute has commenced to accept the application on March 24th and will accept the application until May 19, 2014, 12:00 Noon (Japan time). Please note that no application will be accepted after the deadline.

As for the eligibility to apply, the private companies, etc. need to satisfy several conditions set by the Government of Japan. These conditions, application procedure, the information on evaluation and adoption and other relevant information are available in the guidelines uploaded on the following website of the Mitsubishi Research Institute.
