| Improvement of the User-friendliness and the Service of the Governmental System |

Ministry of Economy, Trade and Industry (METI), has worked to create an on-line administrative procedure system. All of the procedures were available on-line at the end of the year 2003.
Also, METI is working to shorten the processing period by simplifying and cutting back the procedures of less priority.
METI will continue to improve the usability of the administrative system, such as the implementation of “one-stop administrative service.” |

METI Multipurpose Electronic Application System (ITEM2000) |
|
| METI Multipurpose Electronic Application System (ITEM2000) allows the registrations/notifications, which are conventionally done on paper, to be processed over the internet. ITEM2000 allows the users to process administrative registrations/notifications at home or at an office over the internet, making much easier for the users to make the registrations. |

Simplifying and Improving the Efficiency of the Governmental Registrations/Notifications |

| In accordance with the e-Government Establishment Project, the ministries are scrapping investments on overlapping services, and simplifying a gross number of 3,202 administrative services with low priority by the end of 2005. Thus, METI is also working on the simplification of the services. |

Action Plan for the Promotion of Computerization of the Governmental Processing at the Governmental Agencies |
|
| To promote the on-line administrative registration/notification, METI has publicized “METI - Action Plan for Promoting Computerization of Administrative Registrations/Notifications” in September 2000. The action plan was published after the 2 reexaminations on June of 2001 and on July of 2002. After the careful reexaminations, all administrative processing that METI holds jurisdiction over may be done on-line starting the end of 2003. |

| Renovation of Services and Adoption of IT |

| The government is implementing different approaches in order to improve the streamlining, efficiency, and simplicity of the services through the optimization of cross-government services. |

Optimization Plan (OP) |
|
“Optimization Plan (OP),” which was founded in February 2004, chose the administrative services as the target of optimization, which will be done through the simplification and scrapping of overlapping services.
For each field of service, “Service Review Policy” was adapted on June of 2005 to clarify the whole picture of renovation. The “Optimization Plan (OP)” will be implemented by the end of 2005, and will be conducted according to the “Service Review Policy.” |

On the topic of “Government-wide Cross Government Services” and “Partially Related Government Services” in the “Optimization Plan,” formulation is done by one of the following two ways: (1) One ministry formulates all other ministries in charge (2) Each ministry formulates on their own operations and systems.
The estimated “effects of reducing processing time and costs” through the application of the “Optimization Plan” will be quantified. |

Modeling Project (Result-Based Project) |
|
“Modeling Project” is an experimental project planned to renovate the budget-planning process, and has been implemented since the budget of the year 2004.
The 3 main points of implementing the “Modeling Project” are as follows: |
- Quantify the achievements of the budget use of the renovation.
- Formation of flexible and appropriate use of the budget, adjusting to the characteristics of each project. (Implementation of multiple-year project, implementation of generalization and carrying-over of the budget plans)
- Conduct a strict post-project evaluation to decide whether or not the goal has been reached, and reflect the evaluation results on the next budget plan.

In order to accelerate the “Program for Building e-Government,” METI is using the “Modeling Project” budget system since 2004.
Utilization of the budget that became available through improving the budget efficiency of “Program for Building e-Government,” the “Modeling Project” was able to attain a higher goal. |

| Assistant CIO(Chief Information Officer)of the Ministries |

In government organizations, a person who supports the CIO (Chief Information Officer) and the ministry divisions during the formulation of service/system optimization, service renovation, and realization of the system is called as “Assistant CIO.”
Assistant CIOs are technical advisors appointed from outside organization, whose specializations are job analysis, information system, and information security.
Placing assistant CIOs in ministries and establishing “Assistant CIO Council” have been decided on July of 2003, by the “Program for Building e-Government.” The “CIO Council” has been established in December 2003 to fulfill the requirements made by the program. At METI, 2 information professionals from outside organization have been assigned as the first assistant CIOs in May 2003. |

| Efforts Toward e-municipality |
 |
By utilizing “Total Governmental Network (LGWAN),” established to facilitate the communication between the local municipal entities and to form the base structure for information sharing, the government and the municipal entities will work together to conduct a municipal and governmental computerization.
In order to provide an opportunity for the government and the municipal entities to discuss about the coordination with governmental portal and about information sharing, “Conference of Building e-Government by Government and Municipal Entities” was established in August 2003. |

Study Group of Information System Procurement Model (Renovation in Procurement in Municipal Entities) |
|
Currently, in order to improve the quality and the efficiency of the administrative service, procurement of the information system has been renovated.
In order for the municipal entities to improve its service by establishing e-municipal, proper use of budget, efficient investment, and obtaining highly secured information with high quality becomes very important.
For the municipal entities to adequately and sufficiently obtain the information, METI provides a procurement model with detailed procedures, studies the actual utilization of the model, establishes the methodology for information procurement, and sets the goal of spreading the methods to the others. |
