  Human Resource Development in High-level IT
The necessity for developing human resources with high-level IT skills has been rising, due to the increase in use of IT in the society and increase of importance of software and services in the IT industry.
In order to support the competitiveness of the IT industry, which drives the information society, METI is implementing several policies including promotion of IT skill standards that clarify and systematize the actual ability of IT service personnel, implementation of information processing technician testing, development of IT experts who can advise managers of private companies on the strategic use of IT, and development of security technology experts.

Information Technology Engineers Examination
Establishment and Promotion of IT Skill Standards
METI establishes IT skill standards as a measure to clarify and systematize actual ability necessary for providing IT services, and promotes them as a framework for human resource development in both private companies and schools.
Establishment of the IT skill standard center and release of the training roadmap (July 1, 2003)

Establishment of Embedded Technology Skill Standards
May 23, 2005, METI and IPA/Software Engineering Center established Embedded Technology Skill Standards(ETSS) as a framework for human resource development in the embedded products sector. The ETSS framework contains:
  1. Skill Standards (ver.1)
  2. Career Standards (draft)
  3. Instruction Curriculum (draft)
The Career Standards and Instruction Curriculum will be released in Spring 2006.
Developing IT Experts to Support Managers of Private Companies
METI develops IT coordinators who can undertake strategic planning from managers' viewpoints and advice on planning and introduction of IT systems which can realize strategic planning for medium and small sized enterprises.

Developing Security Evaluation Technicians
METI assists training services which develop information security planning and evaluation technicians who perform assessments based on information security evaluation standards (ISO15408 and JIS X 5070).
Information Technology Engineers Examination
The testing of information processing technicians has been carried out in order to contribute to? The development of these technicians since 1970. This is a national examination based on the Law for Facilitation of Information Processing (previously called the Law concerning the Information-technology Promotion Agency).
METI is revising the examination categories.

And also, by utilizing our country’s over 30 years of experiences Information Technology Engineers Examination, establishment of the IT engineer examination system in Asian countries is being planned. By placing “Information Technology Engineer Skill Standard” as the standard, support of the development and the accessibility of the IT engineers in the Asian countries are being planned.
IPA Information Technology Engineers Examination Center has checked the mutual recognition of the examination with 10 Asian regions, and recognized their level of examination as the same level as the examination of our country. (Checked on January 2006)
Requirements for obtaining Japanese working visa will be alleviated for personnel who qualified on the Information Technology Engineers Examination.
