The field of information-communication is rapidly evolving through the innovative research and development and upgrading of current technology, creating new industries and services that rapidly changing our socioeconomic activities. Today, information-communication technology is forming the basis of our society, and is the power source for international competitiveness of Japanese industries. Information electronic appliances (ex. flat-screen televisions), software (ex. OS and search software), and cellular phones are good examples of products created by the new technology. Based on "New Industrial Structure", New IT Reform Strategy, and Strategic Technology Roadmap, METI is cooperating with New Energy and Industrial Technology Development Organization (NEDO) and Information-Technology Promotion Agency (IPA) to research & develop on these 3 themes: |

Development of fundamental technology, which its actualization is currently unclear and difficult for businesses to research and develop. |

Development of technology that ensures more safe and secured daily lives of the people, through breaking away from the current development style and system. |

Standardization of important technology that its actualization is thought to be difficult if relied only on the research and development of private business corporations. |

| To realize the high technology information-communication network society and to improve Japanese economy, considering the current conditions (diverseness of technology, acceleration of technical innovation, increase in demand for more energy), METI promotes technology for next-generation semi-conductor device processing, technical advancement of information communication platform, and research & development of highly advanced home information appliances. In addition, standardization of the developed technology is necessary for the popularization of the technology acquired through the research & development. |

Strategic Technology Roadmap |

| By combining the knowledge of industry, government, and academic fields, METI established our country’s first “Strategic Technology Roadmap” in 20 different fields. Strategic Technology Roadmap indicates the technical goals and demands of products/services necessary for the production of new industry. Hereafter, Strategic Technology Roadmap will be offered to industry, government, and academic fields to promote cooperation of one another, and also to be used for managing METI research & development. |

| In order to provide variety of features and services of the network where various information communication devices are connected, the following actions will be taken: |
- Development of safe and trustworthy software.
- Development of software that allow us to easily connect to the various information communication devices at our home (home information appliances).
- Development of platform for open-source software users to safely establish the information system.
- Development of innovative software for next generation.
- Development and scouting of IT professionals.

| “Software Engineering Center (SEC)” was established to improve and popularize the technology to efficiently produce or maintain high-quality software (Software Engineering), and to improve its development capability. SEC collects and analyzes the data and case examples of private businesses, and develops/ popularizes the new and practical techniques and technologies. |

Utilization of Open Source Software |
|
The source-code of “Open Source Software (OSS)” is available for everyone to see and to be used for customization. Since OSS may be developed and customized in response to the different situations, OSS is thought to have the potential to create new innovative services and become the base for the strengthening of global competitiveness of Japanese IT industry. In addition, it is quite important for software to maintain the degree of freedom and flexibility, and to maintain the interoperability based on open source standardization. OSS is valued since it fulfills those conditions. Therefore, currently the implementation of OSS is spreading in the fields of industry, academic, and government and throughout the countries of Asia. |
