In order to ensure
that the current military action in Iraq by the U.S, the U.K., and other
countries creates neither domestic or international economic disorder
nor uncertainty for the people of Japan, METI is taking the interim
steps outlined below.
1. Liaison with
oil-producing countries and use of oil reserves
METI is to working
with oil producing countries to ensure that they can continue to play
their role in providing a stable supply of oil.
In addition, we are cooperating with the International Energy Agency
in assessing the oil supply and demand situation and coordinating
with other countries as required regarding the release of oil reserves.
Japan has oil reserves sufficient for 171 days. By using these reserves,
we can ensure that there are no serious short-term effects on oil
supply within Japan. We are also taking a range of other measures
to secure stable oil supply.
Moreover, we are maintaining close contact with other Asian governments
to ensure stability in international oil markets.
2. Stronger
information-gathering mechanisms relating to domestic oil supply and
demand
In order to maintain
a clear picture of oil supply and demand in Japan, we are asking oil
companies to report on matters including oil procurement and amounts
of oil reserves held in Japan. We will continue to gather additional
information on such issues.
3. Monitoring
and announcement of price trends for oil and petroleum products
We are paying
close attention to international oil prices. We will also continue
to closely monitor domestic prices for oil products and provide the
public with up-to-date information.
4. Comprehensive
energy conservation measures
Through organizations
such as the Council for the Promotion of Energy and Resource Conservation,
METI is encouraging appropriate temperature control setting for air
conditioning systems, voluntary avoidance of private-car commuting,
and other methods to achieve comprehensive energy savings in both
industry and households. At the same time, we are continuing to publicize
energy conservation methods and examining further energy saving measures
that may be used as necessary.
5. Assuring
national security
Comprehensive
steps are being taken to assure the security of important facilities
and computer systems.
6. Establishment
of regional and head office advice desks
In order to respond
appropriately to inquiries from consumers and businesses concerning
oil products, advice desks are being established by the head office
Petroleum Distribution and Retail Division as well as the petroleum
divisions in each METI Regional Bureau.
7. Monitoring
economic trends
We will closely
monitor price trends for consumer goods, which have profound effects
both on people's everyday lives and on industrial activity. We will
pay particularly close attention to trends affecting small and medium
enterprises.
8. Public information
We will continue
to provide accurate information to the public.
