Policy evaluation is getting more and more attention as a tool to improve
the government's policies and the policy process. However, it seemed
that the discussions on "policy evaluation" tend to be somewhat confused
partly because the lack of the information on policy evaluation related
concepts and the practices.
Study group on policy evaluation, consisting of eight experts from related
areas, and the division staffs, have studied preceding cases of policy
evaluation in some of OECD member countries and central and local governments
in Japan. In addition, during the study, MITI has made efforts in preparing
for the development of the evaluation systems, as well as conducted
some experimental evaluations.
This document contains the essence of the study group's report which
was published in August 1999.
