Formulation and Announcement of Guidelines to be used as a reference for the Provision of Information on the Thermal Insulation Performance of Windows (Guidelines for Information Provision on Thermal Insulation Performance of Windows)

Summary
From the viewpoint of promoting measures to counter global warming, an urgent issue is how to foster energy conservation in the household sector, which accounts for approximately half of the Japan’s civil sector, where demand for energy continues to grow. An effective measure to facilitate energy conservation in the household sector is to create a market environment that allows consumers to think about the role of windows in their houses, which constitute a major factor in determining the energy conservation performance of houses, and to choose windows with a higher thermal insulation performance.
For this reason, METI has decided to formulate and announce the Guidelines for Information Provision on Thermal Insulation Performance of Windows pursuant to Article 86 of the Law concerning the Rational Use of Energy (Energy Conservation Law). The Guidelines, which are to be used by manufacturers of windows and related products as a reference in providing product information for consumers, aim to foster the widespread use of higher-performance insulating windows by making information on the thermal insulation performance of windows available to consumers.

As a reference for companies concerned, the Guidelines show how information on the thermal insulation performance of windows should be provided.

Outline of the Guidelines
• The Guidelines are applicable to particular types of openings of houses, namely, windows that directly influence the heat flowing into and out of rooms. In light of the current business practices, openings are divided into three types: windows, glass and sashes.

• The assumed entities that provide information for consumers through labels indicating the thermal insulation performance of windows and related products are companies engaged in the manufacture, processing and import of windows, glass and sashes.

• Windows, glass and sashes should be classified respectively into four thermal insulation levels, which are to be indicated by the number of stars on the labels.
