METI finalized the Cool Earth Energy Innovative Technology Plan on March 5, 2008
and hereby releases it.
1. Background
• In May 2007, the Prime Minister announced the “Cool Earth 50” initiative. It
proposed the long-term goal of a 50% reduction of the world’s total greenhouse
gas emissions by 2050.
- Developing innovative technologies is essential to the fulfillment of this
goal.
- For this reason, METI has been developing the Cool Earth Energy Innovative
Technology Plan through an expert panel established under the leadership of the
METI Minister.

First meeting: August 31, 2007
Second meeting: November 27, 2007
Third meeting: March 5, 2008
3. Outline of the Cool Earth Energy Innovative Technology Plan
- Selection of 21 technologies as innovative technologies that should be given
higher priority
- Presentation of a technology roadmap on these technologies
- Proposal of desirable ways of international cooperation (e.g., sharing the
roadmap with the international community)
