Official Announcement of Calculated Results of FY 2006 Greenhouse Gas Emissions According to the GHGs Removals and Emissions Estimation Database Network System Based on the Law Concerning Promotion of the Measures to Cope with Global Warming

According to the GHGs Removals and Emissions Estimation Database Network System based on the Law Concerning the Promotion of Measures to Cope with Global Warming, the Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment calculated the FY 2006 greenhouse gas emissions reported by business operators, and finally made a report.

As for the numbers of business corporations/operators who had reported the amount of emissions, specified corporate emitters were 14,224 corporations (7,505 operators) and specified transportation emitters were 1,439 operators. The total volume of greenhouse gas emissions reported by specified emitters was 640,250,000 tCO2, which accounts for about 50% of FY 2006 emissions in Japan (preliminary figure: appropriately 1,341 million tCO2).

1. Backgrounds
The revision of the Law Concerning the Promotion of Measures to Cope with Global Warming in 2005 introduced the GHGs Removals and Emissions Estimation Database Network System. According to the revision, corporations/operators that emit certain volumes of greenhouse gas (specified emitters) are obliged to calculate their greenhouse gas emissions and report the emissions volume to the Japanese government, and the Japanese government should aggregate the reported data and make an official announcement. The objectives of the system are: (a) to make greenhouse gas emitters understand the level their actual emissions by having them calculate the emission volume themselves so as to establish a foundation for their voluntary actions and; (b) to visualize the emission data in order to promote and boost voluntary actions of all the people and business operators.

METI and the Ministry of the Environment calculated the FY 2006 greenhouse gas emissions and finally made the first report after the revision of the Law.
