The “Cabinet Ordinance for the Enforcement of Provisions Related to the Ministry of Economy, Trade and Industry regarding the Act on Special Fiscal Aid and Subsidy for Recovery from the Great East Japan Earthquake” was decided by the Cabinet today.
Following the enforcement of the Act on Special Fiscal Aid and Subsidy for Recovery from the Great East Japan Earthquake, this Cabinet Ordinance defines the eligibility criteria for and the period of the special provisions that the Act stipulates for the Small and Medium-sized Enterprise Credit Insurance Act, the Act on Equipment Installation Support for Small Enterprises, and the Organization for Small and Medium-sized Enterprises and Regional Innovation Act.
1. The Act on Special Fiscal Aid and Subsidy for Recovery from the Great East Japan Earthquake
In order to deal with the consequences of the Great East Japan Earthquake, the Act defines that fiscal aid for local governments to expedite emergency recovery activities (24 items, including one related to METI); reduction or exemption social insurance premiums charged on earthquake-affected people, and special assistance measures such as financial assistance of small and medium-sized enterprises (SMEs) (116 items, including 4 related to METI).
Measures related to METI (5 items in total) include special provisions of the Small and Medium-sized Enterprise Credit Insurance Act and those of the Act on Equipment Installation Support for Small Enterprises (see Appendix 1 (PDF:39KB)
).
2. Overview of the Cabinet Ordinance

(1) Special provisions of the Small and Medium-sized Enterprise Credit Insurance Act (
see Appendix 2 (PDF:38KB))
- The Cabinet Ordinance defines the period of the Great East Japan Earthquake Recovery Emergency Guarantee, along with its eligibility criteria for SMEs in the affected areas; the combined limits to the insurable value in different insurance plans; premium rates and other insurance conditions.

(2) Special provisions of the Act on Equipment Installation Support for Small Enterprises (
see Appendix 3 (PDF:70KB))
- The Cabinet Ordinance defines the eligible prefectures (Iwate, Miyagi, etc.) and other details of the special provisions (for repayment period extension) of the Act on Equipment Installation Support for Small Enterprises.
- (3) Special provisions of the Organization for Small and Medium-sized Enterprises and Regional Innovation Act
- The Cabinet Ordinance defines the details of the special provisions of the Organization for Small and Medium-sized Enterprises and Regional Innovation Act, including the areas where the Organization for Small and Medium Enterprises and Regional Innovation, Japan, can conduct facility construction projects.
