Restriction of electricity use based on Article 27 of the Electricity Business Act to be relaxed
First, the Ministry of Economy, Trade and Industry (METI) would like to express its appreciation for your ongoing understanding and cooperation with regard to electricity saving.
METI hereby announces that the Electricity Supply-Demand Review Meeting was convened and made the following decisions:
- The restriction of electricity use based on Article 27 of the Electricity Business Act shall end on Friday, September 2 for large electricity customers located in the areas affected by the Great East Japan Earthquake and heavy rain in Niigata-Fukushima;
- The restriction of electricity use based on Article 27 of the Electricity Business Act shall end on Friday, September 9 for large electricity customers located in areas served by Tokyo Electric Power Company (TEPCO).
These decisions were made in response to improvements in the supply-demand balance of electricity in the service areas of TEPCO and Tohoku Electric Power Co. (Tohoku EPCO) and requests from people in the affected areas to lift the restriction at an earlier date.
1. Details of relaxed restrictions
Decision 1
The restriction of electricity use based on Article 27 of the Electricity Business Act will end on Friday, September 2 for large electricity customers (with contract for supply of 500kW or more) located in the areas affected by the Great East Japan Earthquake and heavy rain in Niigata-Fukushima (listed below) (i.e. these customers will be exempt from restriction from Monday, September 5).

- Iwate Prefecture: All municipalities
- Miyagi Prefecture: All municipalities

Decision 2
The restriction of electricity use based on Article 27 of the Electricity Business Act will end on Friday, September 9 for large electricity customers located in the TEPCO service area not included in the above affected areas (part of Tochigi, Gunma, part of Ibaraki, Saitama, part of Chiba, Tokyo, Kanagawa, Yamanashi, and Shizuoka east of the Fuji River) (about two weeks earlier than the original date of September 22 [Thu]).
(Note) The restriction of electricity use based on Article 27 of the Electricity Business Act imposed on large electricity customers located in non-affected areas served by Tohoku EPCO (part of Aomori, Akita, Yamagata, and part of Niigata) will end on Friday, September 9 as scheduled.
(Note) Request to save electricity
In accordance with these decisions, the restriction of electricity use based on Article 27 of the Electricity Business Act will be terminated on September 2 regarding (1) and on September 9 regarding (2). However, considering the possibility that unseasonable heat may be experienced in mid to late September, METI will continue to impose the nonbinding target of 15% reduction in electricity demand even after the lifting of the restriction. With temperature usually expected to go down this time of year, METI asks electricity customers to save power to a reasonable extent, in a way that will not hinder people’s lives and economic activities.
2. Application
Decisions 1 and 2
METI will revise the “Regions and Periods Designated by the Minister of Economy, Trade and Industry Regarding the Restriction of the Maximum Power Use (Ministry of Economy, Trade and Industry’s Ordinance and Notice No. 126 of 2011)” on September 5. Large electricity customers do not have to apply or conduct any procedures in connection with the above decisions.
(Note) For customers using the Scheme for Joint Restriction of Electricity Use
Large electricity customers using the scheme for joint restriction with their counterparts in areas affected by the Great East Japan Earthquake and heavy rain in Niigata-Fukushima should use electricity as planned in their “Application for Joint Electricity Restriction” submitted to the Tohoku or Kanto Bureau of Economy, Trade and Industry. They do not have to apply for a change in the Application for Joint Electricity Restriction in response to the above decisions.
