Review of End User List

The Ministry of Economy, Trade and Industry (METI) has issued the “End User List” providing exporters with information on foreign companies/organizations for which concerns over the development etc. of weapons of mass destruction, etc. remain, with the aim of strengthening the effectiveness of catch-all control* on weapons of mass destruction-related cargos etc. In this connection, METI has now decided to review the “End User List” based on the updated information.

*The system to oblige exporters to submit an application for an export license for even goods other than those subject to export restrictions according to international agreements if those goods could conceivably be used for the development etc. of weapons of mass destruction, etc.

  1. This time, along with the execution of measures that accompanies the implementation of the United Nations Security Council (UNSC) Resolution 1929, 20 entities have been added to the End User List as they have been judged to relate to the development of Iranian missiles and weapons of mass destruction. As a result, the number of entities listed in the End User List amounts to 374 companies/organizations in total.

    With the aim of strengthening the effectiveness of catch-all control, the “End User List” provides exporters with information on foreign companies/organizations for which concerns over the development, etc. of weapons of mass destruction, etc. remain. If the user of the cargos etc. to be exported is found in the List, exporters must submit an application for an export license except in the case where it is evident that those cargos are not used for the development etc. of weapons of mass destruction, etc. The List has been made public every year since catch-all control was introduced in April 2002

  2. Newly added entities are as follows:

    The 20 companies/organizations given as No. 11, 17, 22, 29, 48, 63, 64, 90, 113, 114, 116, 117, 132, 136, 138, 147, 174, 175, 373 and 374 in the attached material have been added.
