Addition and Removal of Taliban-associated Entities Subject to Asset-freezing Measures

The Government of Japan has been implementing measures to freeze assets of Taliban-associated entities and other terrorists designated by the United Nations Security Council Sanctions Committee pursuant to United Nations Security Council Resolutions ("UN Resolutions") 1267, 1333, 1373, 1390, 1988 and 1989. Following the Sanctions Committee's addition of two individuals to the asset-freezing list, the government decided today to additionally impose the asset-freezing measures on them. Further, following the Committee's removal of three individuals from the list, the government decided to lift the measures against them.

1. Specifics of the measures

  1. On March 27, 2012, the government will impose the following measures under the Foreign Exchange and Foreign Trade Act on the two individuals newly added to the list of Taliban-associated entities by public notice from the Ministry of Foreign Affairs (MOFA) promulgated on March 27.
    • Payment restrictions
      Payment to those designated by MOFA's public notice above shall require prior permission.
    • Capital transaction restrictions
      Capital transaction with those designated by MOFA's public notice above shall require prior permission.
  2. On March 27, 2012, the government will lift the payment restrictions and capital transaction restrictions imposed under the Foreign Exchange and Foreign Trade Act on the three individuals removed from the asset-freezing list by MOFA's public notice promulgated on March 27.

2. Entities subject to the measures

Note: The above addition and removal bring the total number of Taliban-associated entities and other terrorists that are subject to sanctions by the Japanese government to 498 individuals/groups.
