Selected Devices to be Subsidized in the Project to Promote Introduction of the Home Energy Management System (HEMS) - METI Holds Explanatory Meetings and Starts Public Counseling -

The Ministry of Economy, Trade and Industry (METI) has selected devices which are to be subsidized for the home energy management system (HEMS) as part of "the subsidy for the projects to promote introduction of the home energy management system (HEMS) (FY 2011 Third Supplementary Budget)." METI hereby announces that METI will start holding explanatory meetings and counseling for the consumers purchasing these devices.

1. Outline of the subsidy project

As part of the FY 2011 Third Supplementary Budget, METI has provided a subsidy to aid in the introduction of HEMS as a demand-side measure based on the supply conditions of electricity, such as peak cuts.

METI hereby announces that it has selected devices to be subsidized as a first adoption and has started receiving applications for counseling from consumers before distributing the subsidy. In this adoption, we selected six businesses and 11 products and will continue to select additional devices to be subsidized according to requests from businesses.

1) The amount of the subsidy: ¥100,000 (fixed amount)

  • However, METI also subsidizes the expenses for devices with a receipt price below 100,000 yen, rounded down to the nearest 1,000 yen.
  • In principle, the subsidy, namely, this fixed amount, will be reduced reflecting the prevailing rate in the market as of about April 2013.
  • The total budget for this subsidy is 3 billion yen, including the subsidy for promoting introduction of the building and energy management system (BEMS).

2) Eligible applicants

  • Individuals who live in civilian homes in Japan and intend to install the devices designated by SII in the homes
  • Legal persons who rent the HEMS SII designated devices to the owners of civilian homes, such as leasing businesses

3) Items to be subsidized

- HEMS and installation costs

Devices and systems which are designated by SII and satisfy the requirements for receiving the subsidy, such as those following Echonet-lite , having visualizing functions or controlling functions

* Echonet-lite:

  • Echonet-lite is a protocol which the organization ECHONET CONSORTIUM (founded in 1997) created in August 2011.
  • In February 2012, the Japan Smart Community Alliance and the Smart House Standardization Study Group decided to recommend Echonet-lite as a standard for HEMS and others.
  • For companies and organizations, applications will be accepted at any time. The total number of companies introducing Echonet-lite has reached 100 since the commencement of invitations in April 2012.

4) Coming Schedules (plan)

April 19:
Begin accepting applications from the public; holding an explanatory meeting (Tokyo)
Late April:
Explanatory meetings (Sendai and Osaka)
Early May:
Explanatory meetings (Nagoya, Sapporo, Hiroshima, Takamatsu, Fukuoka, and Okinawa)

* These meetings are held for businesses selling or installing the devices.

5) Duration of the Project

Until the end of FY2013, or the date when the total subsidies for the devices are expected to reach to the budget limit, including expenses for promotion and introduction of BEMS
