Joint Press Release with the Ministry of Health, Labour and Welfare, and the Ministry of the EnvironmentSummarized Results of the First Investigation into the Presence of Polychlorinated Biphenyl (PCB) as Byproducts in Organic Pigments

The Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of the Environment (MOE) hereby release the summarized results of the investigation into the presence of polychlorinated biphenyl (PCB) as byproducts in 23 organic pigments, which had been reported to contain 0.5 ppm or more PCB.

There were no additional organic pigments contained 50 ppm or more PCB found in this investigation.

1. Background

On February 13, 2012, based on the report from the Japan Dyestuff and Industrial Chemicals Association (JDICA) released in the same month, the Ministry of Economy, Trade and Industry (METI) requested the businesses which manufacture or import the 23 organic pigments that had been detected as containing 0.5 ppm or more PCB to analyze the presence of PCB in the organic pigments that they deal with and to report the results to METI, MHLW and MOE (hereinafter called "the Ministries") by May 10, 2012 (the first investigation).

The Ministries also requested the businesses to conduct the same investigation into other organic pigments (other than those 23 pigments analyzed in the first investigation) that are suspected of generating PCB as byproducts judging from their manufacturing processes (the second investigation), and to report the results to the Ministries by August 10, 2012.

2. Results of the first investigation

The Ministries have received reports on the investigation from 41 businesses about 98 items in total excluding the reported organic pigments from the JDICA before February 10, 2012, and the pigments already disclosed as those containing 50 ppm or more PCB (see the Reference below).

No additional organic pigments containing 50 ppm or more PCB were found in this investigation.
