Agency for Natural Resources and EnergyCreation of a Distributed Model Green Electricity Selling Market

As a part of the supply side's actions that were described in the government report "Electricity Supply-Demand Measures this Summer" in May 2012, Japan is creating the Distributed Model Green Electricity Selling Market at Japan Electric Power Exchange (JEPX), which will effectively collect the supply capacity and allow on-site power sources including small suppliers to enter the market of electricity exchange.

Currently, JEPX is the only market for wholesale electric power exchange in Japan, conducting spot and forward transactions, and will create the new Distributed Model Green Electricity Selling Market in response to the electricity supply-demand measures this summer and start operating the market from Monday, June 18, 2012.

1. Outline of the market

  • This market will deal with small amounts of excess electricity that are generated by private power generators or cogeneration systems, such as small-scale electricity generation of 1,000 kW or less and electricity that comes online in fluctuating and unpredictable amounts. .
  • Anyone is able to sell excess electricity or reverse current that is transmittable via electricity transmission lines, without paying fees, such as admission or processing fees (about 1.6 million yen). Such processing fees will not be required for the time being.
  • Sellers are able to arbitrarily set prices, amounts and conditions, such as periods of time and specific days of the week, designating weekdays and specific times. They are also able to determine whether or not to set a fee for burdens due to imbalances, such as generation failures caused by accidents and other factors.
  • JEPX will help to match sellers, which enables sellers to select an optimal buyer who presents the best conditions.

Note: Japan Electric Power Exchange (JEPX) has operated the market for wholesale electric power exchange since April 2005, in which 54 companies, including general utilities in each region and main new power suppliers, have participated.

3. Explanatory meeting
