Successful Applicants Adopted in the 2012 Study of Countermeasures against Global Warming (Global Warming Mitigation Technology Promotion Project relating to Greenhouse Gas Generated in Non-Energy Fields)

The Ministry of Economy, Trade and Industry (METI) called for the submission of candidate projects for the FY 2012 Study of Countermeasures against Global Warming (Global Warming Mitigation Technology Promotion Project relating to Greenhouse Gas Generated in Non-Energy Fields) in order to consider the establishment of a Bilateral Offsetting Credit Mechanism to appropriately evaluate Japan's contribution to the emission reduction and absorption of greenhouse gas in developing countries utilizing Japanese low-carbon technology, infrastructure, and other techniques. METI hereby announces that 6 projects were successfully adopted on July 26, 2012.

1. FY 2012 Study of Countermeasures against Global Warming (Global Warming Mitigation Technology Promotion Project relating to Greenhouse Gas Generated in Non-Energy Fields)

METI is aiming at the establishment of a mechanism, provisionally called a Bilateral Offsetting Credit Mechanism, to appropriately evaluate Japan's contribution to the emission reduction and absorption of greenhouse gas achieved in developing countries by undertaking projects in those countries for reducing greenhouse gas emissions utilizing Japanese technology and other techniques.

The purpose of the FY 2012 Study of Countermeasures against Global Warming is to study certain issues including: [i] the feasibility of developing a bilateral cooperation with developing countries about countermeasures against greenhouse gas generated in non-energy fields, such as those against deforestation and forest degradation (REDD+); [ii] the probability that reduction of greenhouse gas emissions will be effective; [iii] contribution to establishing a methodology for reducing greenhouse gas emissions; and [iv] ideal ways for establishing other mechanisms, all of which would be conducted for establishing a Bilateral Offsetting Credit Mechanism.

Note 1: Third party-panels examined the possible applicants based on the following criterion, and selected those which marked a high score: [i] significance in terms of negotiations (as a partner country); [ii] significance in terms of technology; [iii] significance in terms of details of policy recommendations; and [iv] feasibility of formulated methodologies.

Note 2: The projects proposed by the successful applicants will be determined as adopted projects after concluding a contract with the applicants.
