Results of the Seventh Japan-China Energy Conservation Forum

The Seventh Japan-China Energy Conservation Forum was held on August 6, 2012, in Tokyo. The Japanese delegation included Mr. Yukio Edano, Minister of Economy, Trade and Industry, Mr. Goshi Hosono, Minister of the Environment, Mr. Fujio Cho, Chairman of the Japan-China Economic Association (general incorporated foundation), and other officials. The Chinese delegation included Mr. Zhang Ping, Chairman of the National Development and Reform Commission (NDRC), Mr. Gao Hucheng, China International Trade Representative of the Ministry of Commerce, Mr. Cheng Yonghua, Chinese Ambassador to Japan, and other officials.

With the attendance of about 1,000 representatives from the private and public sectors (about 600 from Japan and about 400 from China), 47 cooperation projects were signed, making the Forum a great success. During the Forum, Minister Edano met and talked with Chairman Zhang and Representative Gao.

1. Summarized results of the Seventh Japan-China Energy Conservation Forum

The plenary session in the morning began with opening remarks by Minister Edano from Japan, who mentioned the role played by the Forum for cooperation between Japan and China in the fields of energy conservation and environmental protection and introduced Japan's energy saving efforts taken as a measure for balancing supply of and demand for energy this summer, situation of Japan's energy policies which are now under consideration, and other actions. Then, Chairman Zhang made opening remarks from the Chinese side, followed by keynote speeches by Minister Hosono, Representative Gao and other officials.

In the afternoon, seven working sessions were held, focusing on distributed energy and other topics based on interests from both sides. Experts from Japan and China made presentations and other talks on technologies in the fields with respect to each topic.

2. Model project signing ceremony (see Appendix 2 in Japanese)

At the model project signing ceremony held in the plenary session, 47 joint projects were signed.

The joint projects signed at the Forum are characterized by moving forward with the establishment of distributed energy and energy management systems, low carbon urban development, and other projects as main cooperation projects, in addition to projects in the energy conservation and environment protection fields, such as water and sludge treatment and recycling. This indicates the steady expansion of Japan-China cooperation in energy conservation and environmental protection on a business basis.

3. Follow-ups to the signed projects

At the plenary session, both sides presented the results of the follow-ups to the cooperation projects which had been signed previously. Both sides welcomed the progress of the projects, including [i] expansion of the cooperation projects to local areas throughout China; [ii] providing a wide variety of cooperation fields, such as renewable energy and distributed energy (biomass, photovoltaic power generation, and other energy generation); [iii] progress from comprehensive cooperation agreements to specific projects; and [iv] progress from model projects to the dissemination of technologies.

4. Other outcomes

At individual working sessions in each field at the Forum, missions organized into ten courses visited local companies engaged in the energy conservation and environment protection fields, thereby promoting business matching and business-to-business exchange.
