Cabinet Decision on the Order for Enforcement of the Act on Special Measures for Promotion of Research and Development by Certified Multinational Enterprises
With regard to the Act on Special Measures for Promotion of Research and Development by Certified Multinational Enterprises (hereinafter referred to as the "Act for Promotion of Japan as an Asian Business Center"), which was enacted in the ordinary Diet session this year, the Cabinet determined the effective date thereof to be November 1, 2012, and also made a decision on the Order for Enforcement of the Act for Promotion of Japan as an Asian Business Center, etc., which stipulates matters necessary for the enforcement of said Act, on October 26, 2012.
1. Concerning the Act for Promoting Japan as an Asian Business Center
In order to promote activities to invite research and development bases and Asian headquarters of global enterprises to Japan, the Act provides for measures to be taken for global enterprises certified by the competent minister, such as a reduction of corporation tax and patent fees. Through the discussion in the ordinary Diet session this year, the Act was enacted on July 27 and was promulgated on August 3.
2. Outline of the Draft Cabinet Order Approved
(1) Order on the effective date
The effective date of the Act for Promotion of Japan as an Asian Business Center has been determined to be November 1, 2012.
(2) Order for Enforcement
Upon the enforcement of the Act for Promotion of Japan as an Asian Business Center, necessary matters concerning the scope of the targeted SMEs and the reduction of patent fees and patent application/examination fees shall be determined.
