Ministry of Economy, Trade and Industry Addition and Removal of Taliban-associated Entities and Others Subject to Asset-freezing Measures

The Government of Japan has been implementing measures to freeze the assets of Taliban-associated entities and others designated by the United Nations Security Council Sanctions Committee (hereinafter called the "Sanctions Committee") pursuant to United Nations Security Council Resolutions 1267, 1333, 1390, 1988 and 1989. Following the Sanctions Committee's additional designation of two individuals to the asset-freezing list, the government has decided to implement the asset-freezing measures against the individuals. In addition, following the Sanctions Committee's removal of one individual from the list, the government has also decided to lift the asset-freezing measures against the individual.

1. Details of the measures

  1. On November 9, 2012, the Government of Japan will impose the following measures under the Foreign Exchange and Foreign Trade Act (hereinafter called the "Act") on the individuals who will be newly added to the list of Taliban-associated entities and others by public notice of the Ministry of Foreign Affairs (MOFA) that will be promulgated on the same day.

    [i] Payment restrictions
    Payment to the individuals designated by the above MOFA public notice shall require prior permission.

    [ii] Capital transaction restrictions
    Capital transactions with the individuals designated by the above MOFA public notice shall require prior permission.

  2. On November 9, 2012, the Government of Japan will lift the payment restrictions and capital transaction restrictions imposed under the Act on the individual to be removed from the asset-freezing list by a MOFA public notice that will be promulgated on the same day.

2. Entities and individuals subject to the measures

Note: As a result of the above addition and removal, the total number of Taliban-associated entities and other terrorists that are subject to the measures implemented by the Government of Japan has come to 465 individuals or entities.
