Agency for Natural Resources and EnergyCabinet Decision to Enforce the Cabinet Order for Partial Revision of the Order for Enforcement of the Act on the Rational Use of Energy (Energy Saving Act)

On February 15, 2013, the Cabinet decided to enforce the Cabinet Order for Partial Revision of the Order for Enforcement (concerning the Top Runner Program) of the Act on the Rational Use of Energy (hereinafter referred to as the "Energy Saving Act").

This revision has additionally defined specific equipment that is required to promote the rational use of energy, according to the Energy Saving Act.

1. Details of the revision

1) Addition of specified appliances (Article 21 of the Order for Enforcement)

The revised provision has defined additional equipment that especially meet the requirements for promoting the rational use of energy (so-called "top-runner products"), namely, multifunction printers, printers, and electric water heaters (EcoCute).

2) Addition of requirements (production or import volumes) of business operators subject to the recommendations and orders concerning manufacturers or importers of specific equipment (Article 22 of the Order for Enforcement)

The revised provision has defined additional requirements for the recommendations and orders concerning manufacturers or importers of specific equipment. Business operators that manufacture or import 500 or more multifunction printers, 700 or more printers, and 500 or more water heaters (EcoCute) are subject to the recommendations and orders.

In addition, business operators that manufacture or import 100 or more electric refrigerators and electric freezers, excluding those for households are subject to the recommendations and orders, according to the expanded coverage of the program.

2. Future schedule

  • Promulgation of the Cabinet Order: Wednesday, February 20, 2013
  • Enforcement of the Cabinet Order: Friday, March 1, 2013

Reference: Top Runner Program

This is a program to define criteria of energy-saving performance that manufacturers and others should meet. Under this program, the criteria for currently commercialized products are set based on the performance of the products with the highest energy consumption efficiency (called "top runners") on the market at the time, taking into account the future prospects of their performance and technical developments as "improvements of the performance."

Specified appliances which are covered by the program should meet the following three requirements:

  1. Machinery and appliances that are used in large quantities in Japan
  2. Machinery and appliances that consume considerable amounts of energy while in use
  3. Machinery and appliances that require particular efforts to improve their energy consumption efficiency
