Addition of Individuals and Entities Subject to Asset-Freezing Measures, as Violators of the Arms Embargo on the Democratic Republic of the Congo
The government of Japan has been implementing measures to freeze the assets of violators of the arms embargo on the Democratic Republic of Congo and others designated by the United Nations Security Council Sanctions Committee (hereinafter called the "Sanctions Committee") pursuant to United Nations Security Council Resolution 1596. Following the Sanctions Committee's additional designation of 5 individuals and 2 entities to the asset-freezing list, the government has decided to implement the asset-freezing measures against them.
1. Specifics of the measures
On February 27, 2013, the government of Japan will impose the following measures under the Foreign Exchange and Foreign Trade Act (hereinafter called the "Act") on the individuals and entities to be newly added to the list of violators of the arms embargo on the Democratic Republic of Congo and others through a public notice from the Ministry of Foreign Affairs (MOFA) that will be promulgated on the same day.
- Payment restrictions
All payments to any of the individuals and entities designated by the above MOFA public notice shall require prior permission. - Capital transaction restrictions
All capital transactions with any of the individuals and entities designated by the above MOFA public notice shall require prior permission.

Note: As a result of the above addition, the total number of violators of the arms embargo on the Democratic Republic of Congo and others that are subject to the measures implemented by the government of Japan comes to 31 individuals and 8 entities.
