Joint Press Release with the Ministry of the Environment and the Ministry of Agriculture, Forestry and FisheriesPreparatory Committee for Formulating New Credit System to be Established and Its First Meeting to be Held

The Ministry of Economy, Trade and Industry (METI), the Ministry of the Environment (MOE), and the Ministry of Agriculture, Forestry and Fisheries (MAFF) are to jointly establish a preparatory committee to discuss new rules and other issues of a new credit system, which will be launched from FY 2013. METI, MOE, and MAFF hereby announce that the first meeting of the committee is to be held on Wednesday, March 13, 2013.

1. Background

METI, MOE, and MAFF jointly established a Study Group for a New Domestic Clean Development Mechanism (CDM) in April, 2012. The study group discussed an ideal domestic CDM and Offset Credit (J-VER) Scheme and on August 2, 2012, disclosed the Final Report of the Direction of the New Credit System. In the report compiled, the group proposed the integration of the domestic CDM system and the J-VER scheme as an ideal credit system from FY2013.

In response to the proposal, related ministries and agencies have been developing examinations, aiming to launch the new credit system by integrating the domestic CDM system and the J-VER scheme. The ministries have now decided to create a preparatory committee to discuss the new credit system, and the committee will discuss possible provisions required to run the new credit system. If you wish to observe the meeting, please send an application via email or FAX for registration not later than 12:00 pm, Friday, March 8, 2013, including the fact that you would like to observe the first meeting of the Preparatory Committee for the New Credit System, your name, contact address (your email address, telephone or FAX number), and your occupation (your division and position) to the following contact address.
  2. In principle, one application for observation is required per company. Participants will be selected by lottery in case the number of applicants exceeds the maximum number of participants. If you are selected, please bring a printout of our reply email or FAX of your application form with you as an admission ticket when you attend the meeting.
