On March 19, 2013, Mr. Shiro Sadoshima, Ambassador Extraordinary and Plenipotentiary of Japan to the People’s Republic of Bangladesh, signed in Dhaka, Bangladesh, a document concerning the Bilateral Offset Credit Mechanism (hereinafter called the “BOCM”) with Mr. Md. Shafiqur Rahman Patwari, Secretary of the Ministry of Environment and Forest, the People’s Republic of Bangladesh.

1. Signing of the Japan-Bangladesh Partnership

On March 19, 2013, Japan and Bangladesh signed in Dhaka, Bangladesh, a document concerning the BOCM (the “Japan-Bangladesh Low Carbon Growth Partnership”).

Both countries will establish a joint committee to operate the BOCM. Japan will contribute to international efforts to prevent global warming by cooperating in the reduction of greenhouse gas emissions in Bangladesh through the mechanism.

2. Outline of the bilateral document

  • To promote the Low Carbon Growth Partnership between Japan and Bangladesh, both sides will establish the BOCM and also establish a joint committee to operate the BOCM.
  • Both sides mutually recognize that verified reductions or removals from mitigation projects under the BOCM can be used as a part of their own internationally pledged greenhouse gases mitigation efforts.
  • Both sides ensure transparency and the environmental integrity of the BOCM, and that neither side will use any mitigation projects registered under the BOCM for the purpose of any other international climate mitigation mechanisms.

Reference: Bilateral Offset Credit Mechanism

The Bilateral Offset Credit Mechanism is a program in which Japan’s contribution to reduction and absorption of greenhouse gas emissions in partner countries through transferring Japan’s low-carbon technology and products is calculated and evaluated as credits for contribution. Currently, the Ministry of Foreign Affairs (MOFA), the Ministry of Economy, Trade and Industry (METI), and the Ministry of the Environment (MOE) are jointly proceeding with bilateral negotiations with countries that are interested in the mechanism. This Japan-Bangladesh partnership is the second partnership signed by Japan for this purpose, following the first partnership signed with Mongolia.
