- METI, ANRE, and SMEA Revised the Civil Protection Plan
The Ministry of Economy, Trade and Industry (METI), the Agency for Natural Resources and Energy (ANRE), and the Small and Medium Enterprise Agency (SMEA) revised the Civil Protection Plan according to the abolishment of the Nuclear and Industrial Safety Agency (NISA) and the establishment of the Nuclear Regulation Authority (NRA) in September 2012.
1. Details of METI's Civil Protection Plan
Civil Protection Plans stipulate measures to protect the general public in armed attack situations as well as systems to carry out such measures based on the Civil Protection Law. Each ministry prepares its own Civil Protection Plan.
In 2004, METI decided to adopt the Civil Protection Plan prepared by the Ministry of Economy, Trade and Industry, the Agency for Natural Resources and Energy, the Nuclear and Industrial Safety Agency and the Small and Medium Enterprise Agency.
According to the abolishment of NISA and the establishment of NRA in September 2012, related ministries and agencies have formulated or revised their respective Civil Protection Plans.
2. Major revisions
The provisions concerning the administrative work related to NISA (e.g., organization of systems for nuclear emergency preparedness, operation of in-situ emergency response headquarters, and descriptions of emergency response measures for nuclear disasters) were deleted from the plan and some provisions related to the deletions were revised.
