On March 29, 2013, the Ministry of Economy, Trade and Industry (METI) determined FY2013 purchase prices for newcomers and FY2013 surcharge rates under the Feed-in Tariff Scheme for Renewable Energy.
1. FY2013 purchase prices for newcomers
1) Electricity generated by photovoltaic power
- For customers other than households (10 kW or more), purchase price of photovoltaic power will be lowered by 4.20 yen, from 42 yen/kWh in FY2012 to 37.8 yen/kWh.
- For household customers (less than 10 kW), the prices will be lowered by 4 yen, from 42 yen/kWh in FY2012 to 38 yen/kWh.

2) Electricity generated by sources other than photovoltaic power (wind, small and medium hydro-, geothermal, and biomass power)
- Purchase price of these sources for FY2013 newcomers will be the same as FY2012 prices.
2. FY2013 surcharge rates
FY2013 surcharge rates were set by combining the surcharge rates under the Feed-in Tariff Scheme and the abolished old scheme (the Excess Electricity Purchasing Scheme for Photovoltaic Power) as follows:
For the national average, 0.40 yen per 1 kWh surcharge will be collected from customers, set by combining 0.35 yen (based on the current scheme) and 0.05 yen (the average surcharge under the old scheme). For standard households which consume 300 kWh electricity per month, 120 yen surcharge will be collected, set by multiplying 0.40 yen/kWh by 300 kWh, if household customers pay about 7,000 yen for monthly electricity rates (in FY2012, 87 yen has been collected).
FY2013 surcharge rates will be added to the electricity rates billed between May 2013 and April 2014.

Under this scheme, utilities are obliged to purchase electricity generated by renewable energy sources at the predetermined prices, aiming at raising awareness on renewable energy (the scheme was inaugurated in July 2012).
