The Safety Committee under the Industrial Structure Council Compiled a ReportReconstruction of Industrial Safety to Eradicate Industrial Accidents

The Safety Committee under the Industrial Structure Council (chaired by Dr. Hideo Kobayashi, visiting professor, Yokohama National University) has been studying ideal new approaches to industrial safety, focusing on industrial accidents, including serious accidents that have recently occurred in complexes. The Ministry of Economy, Trade and Industry (METI) hereby announces that the council has compiled the results of the study into a report.

1. Background

The committee has been studying ideal new approaches to industrial safety by discussing issues mainly in the High-pressure Gas Subcommittee under the committee, focusing on industrial accidents, including serious accidents that have recently occurred in complexes.

On March 29, 2013, the committee compiled a report in its third meeting held the same day.

2. Details of the recommendations in the report

In the report, the committee presented its analysis of the circumstances of recent industrial accidents and their causes, and proposed the recommended efforts that would be required to raise the level of industrial safety. The three major recommendations are as follows:

1) Enterprises' thorough commitment to safety on a voluntary basis

Enterprises should voluntarily secure and foster instructors who pass on the enterprises' technology and experience to their employees, should educate and train their employees, and should conduct safety measures for their facilities. In addition, the top management should be cross-sectionally involved in the efforts for industrial safety, including proper allocation of resources. Then they are to compile and disclose the results of their efforts.

2) Strengthening of industry groups' efforts

Industry groups in the areas where serious industrial accidents continuously occurred should formulate and follow up on guidelines for actions which the member enterprises should take, as well as action plans including efforts such as information sharing which the industry groups should carry out.

3) Measures that the government of Japan should take

Based on the High Pressure Gas Safety Act, the Government of Japan should oblige business operators to improve risk assessment processes and enhance training of employees, in addition to improving the accreditation system.
