Agency for Natural Resources and EnergyState Minister Sugawara Visited Mumbai and Attended the Fourth Clean Energy Ministerial (CEM4)

On April 16, 2013, Mr. Isshu Sugawara, State Minister of Economy, Trade and Industry, visited Mumbai, India, and had a meeting with the Chief Minister of Maharashtra State. He also attended the fourth meeting of the Clean Energy Ministerial (CEM4) held in Delhi, India, on April 17 and 18, and took advantage of the meeting to exchange views with key ministers of member nations and India.

Mumbai

  1. Mumbai is the capital city of Maharashtra State, with a population of over 100 million, where the industry clustering of automobile and electronics sectors is advancing as the core of the Deli-Mumbai Industrial Corridor (DMIC) project. State Minister Sugawara visited Mumbai and had a meeting with Mr. Prithviraj Chavan, Chief Minister of Maharashtra.
  2. At the meeting, State Minister Sugawara encouraged Indian side to adopt Japan's technology in the Mumbai Metro project, regarding which the Government of Japan has expressed its intention to provide yen loans to India totaling about 71 billion yen. State Minister Sugawara also introduced the result of a mission to India, composed of railway-related manufacturers, construction enterprises, and other entities who are interested in the project, dispatched by the Ministry of Economy, Trade and Industry (METI) and the Japan External Trade Organization (JETRO) before State Minister Sugawara's visit to India.
  3. Furthermore, JETRO and the Maharashtra Industrial Development Corporation (MIDC) concluded a Memorandum of Cooperation before State Minister Sugawara and Chief Minister Chavan, for the purpose of encouraging Japanese companies to invest in India and developing the business environment. The conclusion will trigger the establishment of counseling counters in MIDC exclusively for Japanese companies as well as the development of industrial parks for Japanese companies in Maharashtra.

Delhi

  1. The Fourth Clean Energy Ministerial (CEM4) was held in Delhi (co-chaired by Mr. Montek Singh Ahluwalia, Deputy Chairman of the Planning Commission of India, and Dr. Steven Chu, U.S. Secretary of Energy). Ministerial-level officials as representatives from 23 countries attended the meeting and exchanged views under the themes on the summarized progress in their previous cooperation initiatives for the dissemination of clean energy and the future approach for the development of such initiatives.
  2. State Minister Sugawara attended the meeting as a representative of Japan, and expressed Japan's direction that it will accelerate the dissemination of renewable energy and promotion of energy conservation to the maximum extent possible for the coming three years. In addition, he demonstrated Japan's outstanding policy and technologies, such as the feed-in tariff scheme, large-scale storage batteries, the top runner program, and Smart Community, while conveying Japan's future contribution to the global enhancement of energy efficiency through expanding the diffusion of Japan's knowledge and technology in such areas.
  3. On the occasion of the meeting, State Minister Sugawara talked with the ministers of member nations, including Deputy Chairman Ahluwalia, and exchanged opinions on cooperation in the energy field and other issues.
