Mr. Isshu Sugawara, State Minister of Economy, Trade and Industry, visited Mongolia from May 2 to May 4, 2013. For the purpose of concretely promoting the ERCH Initiative,*1 which was concluded by the leaders of Japan and Mongolia at the summit meeting and which specified two pillars: development of an investment environment; and cooperation for Mongolia's sustainable economic development. State Minister Sugawara attended the Japan-Mongolia Public and Private Sector Joint Committee and an exhibition and business fair organized by the Japan External Trade Organization (JETRO), and he also had meetings with officials from the government of Mongolia.
1. Attendance at the Japan-Mongolia Joint Consultation with the Government and Private Sector*2
In Ulaanbaatar, Mongolia, State Minister Sugawara participated in the Sixth Japan-Mongolia Joint Consultation with the Government and Private Sector as a co-chair. He engaged in a dialogue with representatives of the governments of Japan and Mongolia and their private sectors toward development and promotion of a trade/investment environment as well as toward bilateral cooperation in those areas. State Minister Sugawara also signed a memorandum concerning bilateral cooperation in the trade sector with the Ministry of Economic Development of Mongolia, as well as a memorandum concerning smooth implementation of projects regarding the Joint Crediting Mechanism (JCM) with the Ministry of Energy of Mongolia.*3

- The term "ERCH" refers to "having vitality" in the Mongolian language. From March 30 to March 31, 2013, H.E. Mr. Shinzo Abe, Prime Minister of Japan visited Mongolia and proposed a cooperation initiative titled "ERCH Initiative" to H.E. Mr. Norov Altankhuyag, Prime Minister of Mongolia, and they reached an agreement on the proposal.
- The Japan-Mongolia Joint Consultation with the Government and Private Sector is a organization operated jointly by the public and private sectors, in which representatives from the governments and private sectors of Japan and Mongolia participate. These public and private sectors discuss Japan-Mongolia cooperation and its promotion in certain fields, such as trade/investment, and mineral resources development. Japan and Mongolia take turns hosting the annual meetings of the committee. Six meetings have been held as of this year. The sixth meeting was held in Mongolia.
- The Joint Crediting Mechanism (JCM) is a program in which Japan's contribution to reduction and absorption of greenhouse gas emissions in partner countries through transferring Japan's low-carbon technology and products is calculated and evaluated as credits for contribution. Japan signed a bilateral document with Mongolia on January 8, 2013, and the two countries have launched operation of the program.

2. Participation in the Japan Business Fair in Mongolia 2013
State Minister Sugawara participated in the Japan Business Fair in Mongolia 2013, which was an exhibition and business fair organized by JETRO for the first time in Mongolia. From Japan, 27 or more companies participated in the fair at 30 booths, and the public and private sectors united their efforts to specifically promote cooperation in the trade/investment area.

3. Meetings with officials from the Mongolian government
State Minister Sugawara had meetings with officials from the government of Mongolia, including H.E. Prime Minister Altankhuyag, and he also exchanged views with them on certain issues, such as development of an environment for accelerating the negotiations on the Japan-Mongolia Economic Partnership Agreement (EPA) and other projects in the energy/mineral resource field and the infrastructure field.
