Joint Press Release with the Ministry of the EnvironmentInvitation of Proposals for Designated Procurement Items Applying to the Law on Promoting Green Purchasing (for Goods and Services)

1. The Law on Promoting Green Purchasing was promulgated in May 2000, and the Cabinet decided to adopt the Basic Policy in February 2001, in which the designated procurement items (the kinds of eco-friendly goods, etc., for which the State and other entities should put an emphasis on procuring) and the evaluation criteria for the designated procurement items are stipulated.
2. The designated procurement items and the evaluation criteria shall be revised from time to time according to the development and popularity of such items and according to the progress of scientific knowledge. In the FY2012 revision, we invited proposals for such items from the public, and reviewed the items and criteria while referencing the submitted proposals. As a result, the Cabinet decided to adopt the change in the Basic Policy in February 2013, in which five items were added and the evaluation criteria for 57 items were revised.
3. The government and other entities specify the Policy for the Promotion of Procurement of Eco-friendly Goods, etc. (the Procurement Policy) in line with the Basic Policy every fiscal year, and promote the procurement of eco-friendly goods, etc.
4. For the regular revision in FY2013, we will review the addition of designated procurement items as well as enhancement and revise of the criteria in order to further promote the procurement of eco-friendly goods, etc. We will invite public proposals concerning such items from June 3, 2013, to reference the proposals in such review. For this purpose, we hereby announce the submission procedures of proposals concerning goods and services (please note that invitation of proposal for public works will be released separately).
5. To promote development and popularization of eco-friendly goods, etc., we have been endeavoring to include such items that are expected to be covered by the designated procurement items or the evaluation criteria approximately within the coming several years in the Basic Policy as far as possible, based on the trend of their development and other information. For this purpose, we will also accept proposals with an eye to products that are expected to be introduced into the market approximately within the coming several years.
