Every fiscal year, we conduct a regular revision on the designated procurement items and the evaluation criteria for the items stipulated in the basic policy for the promotion of procurement of eco-friendly goods, etc. (hereinafter referred to as the "Basic Policy") under the Law Concerning the Promotion of Procurement of Eco-friendly Procurement Items and Services by the State and Other Entities (hereinafter referred to as the "Law on Promoting Green Purchasing"). For the regular revision in FY2013, on June 3, 2013, we will start inviting proposals on designated procurement items from the public to use as reference in adding and revising the items when reviewing the Basic Policy. For this purpose, we hereby release the submission procedures of proposals concerning public works.
1. Background
- The Law on Promoting Green Purchasing was promulgated in May 2000, and the Cabinet decided to adopt the Basic Policy in February 2001, in which the designated procurement items (the kinds of eco-friendly goods, etc., for which the State and other entities should put an emphasis on procuring) and the evaluation criteria for the designated procurement items are stipulated.
- The designated procurement items and the evaluation criteria shall be revised from time to time according to the development and popularity of such items and according to the progress of scientific knowledge. In the FY2012 revision, we invited proposals for such items from the public, and reviewed the items and criteria while referencing the submitted proposals. As a result, the Cabinet decided to adopt the change in the Basic Policy in February 2013, in which five items were added and the evaluation criteria for 57 items (including 7 items for public works) were revised.
- The government and other entities specify the Policy for the Promotion of Procurement of Eco-friendly Goods, etc. (the Procurement Policy) in line with the Basic Policy every fiscal year, and promote the procurement of eco-friendly goods, etc.
- For the regular revision in FY2013, we will review the addition of designated procurement items as well as enhancement and revise of the criteria in order to further promote the procurement of eco-friendly goods, etc. We will invite public proposals concerning such items from June 3, 2013, to reference the proposals in such review. For this purpose, we hereby announce the submission procedures of proposals concerning public works (please note that Invitation of proposals for goods and services will be released separately).

- Proposals for enhancement or revision of the current evaluation criteria on the basis of technology development and progress of scientific knowledge
* This invitation covers public works, excluding goods and services. 4. Results of the review
We will notify each proposer of the results of our review in reference to the submitted proposals. At the same time, items that were included in the Designated Procurement Items of Public Works Projects (the Long List) will be publicized on the websites of the Ministry of the Environment (MOE), the Ministry of Land, Infrastructure, Transport and Tourism (MLIT), and the Ministry of Economy, Trade and Industry (METI), after receiving consent from the proposers to make them public.
