METI Minister Motegi, State Minister Sugawara, and Parliamentary Vice Minister Sato Attended the Fifth Tokyo International Conference on African Development (TICAD V)
The Fifth Tokyo International Conference on African Development (TICAD V) was held in Yokohama from Saturday, June 1, to Monday, June 3, 2013. As representatives of the Ministry of Economy, Trade and Industry (METI), Mr. Toshimitsu Motegi, Minister of Economy, Trade and Industry, Mr. Isshu Sugawara, State Minister of Economy, Trade and Industry, and Ms. Yukari Sato, Parliamentary Vice Minister of Economy, Trade and Industry, attended the conference. They also attended the related events and exchanged views with representatives from participating countries, including two speeches delivered by Minister Motegi in the TICAD thematic sessions. Through these efforts, Japan expressed that it will contribute to the development of Africa as a trustworthy business partner.
1. Attendance at the TICAD main conference
1) Minister's presentation in the TICAD thematic meetings (June 2)
Minister Motegi attended two TICAD thematic sessions titled "trade and investment" and "infrastructure development for growth." In these sessions, he announced measures for Africa focusing on four pillars: [i] strengthening business exchanges between Japan and Africa, [ii] promoting improvement of infrastructure, [iii] employment creation and human resources development, and [iv] cooperation in the area of the environment and encouraging symbiosis with local communities. At the same time, Minister Motegi reported the details of the Japan-Africa Ministerial Meeting for Resources Development, which was held for the first time on May 18, 2013.
Key measures announced by Minister Motegi
- Doubling the number of the Japan External Trade Organization (JETRO) offices in Africa (from 5 to 10)
- Easing the cover terms and conditions for trade insurance (covering 19 African countries)
- Doubling the number of locally-hired employees in Japanese enterprises in Africa in five years (from 200,000 to 400,000)
- Promoting environment cooperation, including the Joint Crediting Mechanism
- JOGMEC's financial support of African countries by providing them with 2 billion dollars*
- Developing 1,000 human resources exclusively in the resources field*

2) Minister's attendance at the official banquet hosted by the Prime Minister (June 2)
Minister Motegi and Mrs. Motegi attended the official banquet, which they co-hosted with Prime Minister Abe and Mrs. Abe. They deepened exchanges with H.E. Mr. Jakaya Mrisho Kikwete, President of the United Republic of Tanzania, H.E. Mr. Armando Emílio Guebuza, President of the Republic of Mozambique, and other participants.
3) Organization of the official side-events (co-organized by METI and JETRO)

African Fair 2013 (from May 30 to June 2)
METI and JETRO hosted the African Fair 2013 as co-organizers. As the economy of Africa is growing remarkably, this fair aims to further familiarize Japan's private sectors with Africa, by holding various events, including an exhibition of products made in Japan or in African countries, a business-matching event, and a presentation of African culture. The number of companies that exhibited their made-in-Japan products as well as the number of visitors to the fair significantly increased respectively from 11 to 73 and from 46,000 to 56,000, from the previous fair in 2008. At the opening ceremony on May 31, Parliamentary Vice Minister Sato, representing the organizer, delivered an address and expressed Japan's anticipation toward the establishment of relationship of trust between Japan and Africa. Later, Minister Motegi as well as State Minister Sugawara also visited the fair. -
Africa Symposium (May 31)
METI invited heads of enterprises from Japan and Africa and held a panel discussion concerning the economic relationship between Japan and Africa. The participating enterprises are pioneering companies that are endeavoring to develop their businesses in the African region through M&A or BoP (base of the pyramid) business models, and they presented the attractiveness of African markets and their methods for developing business there. Nearly 400 people attended the symposium, mainly people involved in Japanese enterprises.
4) Attendance at side events

Gathering organized by Keidanren (June 1)
As representatives of the Government of Japan, Prime Minister Abe and Parliamentary Vice Minister Sato attended the gathering and deepened exchanges with heads of state from African countries and dignitaries from both business communities. -
Seminar co-organized by the United Nations Industrial Development Organization (UNIDO) and the African Union (AU) (June 1)
State Minister Sugawara attended the seminar. During the opening remarks, he introduced METI's policies toward Africa, including encouraging Japanese enterprises to develop their businesses and invest in Africa, promoting improvement in infrastructure, human resources development, cooperation in the environment field, and encouraging symbiosis with local communities. -
Ethiopia investment seminar (June 3)
State Minister Sugawara made opening remarks at the seminar and expressed Japan's potential contribution to Africa in the geothermal field, where Japan is proud of its advanced technology. At the same time, he welcomed the signing of the Joint Crediting Mechanism concluded between Japan and Ethiopia on May 27, 2013.
2. Meetings with leaders of African countries
Using TICAD V to its full advantage, Japan held meetings with leaders and ministers of eight African countries, and top-level officials from international organizations. They exchanged views concerning improvement of the investment environment, cooperation for developing infrastructure, and individual cases concerning Japanese enterprises' business development in Africa, and strengthened their relationships.
