Joint Press Release with the Ministry of FinanceInitiation of an Anti-Dumping Investigation on Tolylene Diisocyanate Originating in the People’s Republic of China

As a result of the examination of the application in accordance with the provisions of related laws and regulations, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Finance (MOF) decided to initiate an anti-dumping investigation on tolylene diisocyanate originating in the People’s Republic of China.

1. Background

METI and MOF received an application for the imposition of an anti-dumping duty on tolylene diisocyanate* originating in China from Mitsui Chemicals, Inc. on December 17, 2013. Both ministries examined the application in accordance with the provisions of related laws and regulations and found that the application fulfilled the requirements for initiating an investigation based on the Customs Tariff Act. Therefore, the ministries decided to initiate an anti-dumping investigation (public notice on February 14, 2014).

*Note: Tolylene diisocyanate is a transparent liquid, mainly used as a raw material for polyurethane flexible foams, which are applied to car seats, bedding, and other articles.

2. Outline of the investigation

The investigation is to be concluded within one year, in principle. The ministries provide opportunities for interested parties to present evidence and information, and verify the evidence and information provided through the on the spot investigations to exporting companies and domestic manufacturers, etc. Based on collected evidence and information, the ministries will determine whether the importation of the dumped product has caused material injury to the domestic industry, in accordance with the provisions of the international rules under the WTO Agreements and the Customs Tariff Law, and the government will make a decision on whether or not to impose an anti-dumping duty on the subject product.
