Review of the End User List

The Ministry of Economy, Trade and Industry (METI) has issued the End User List providing exporters with information on entities belonging to foreign countries of remaining concern over development of and other conduct related to weapons of mass destruction and other items, for the purpose of enhancing the effectiveness of the catch-all control* on cargos and other loads related to weapons of mass destruction and other items. METI hereby announces that it has revised the End User List based on the latest information.

*Catch-all control is a system that obliges exporters to submit an application for an export license for goods that may be used for the development of weapons of mass destruction even if they are not subject to export restrictions under international agreements.

As a result of the review of the End User List based on the latest information, the revised list contains 515 entities (increased by 63 entities from the previous list) in 11 countries and regions.

For the purpose of enhancing the effectiveness of the catch-all control, the End User List provides exporters with referential information on entities belonging to foreign countries of remaining concern over development of and other conduct related to weapons of mass destruction and other items, which is not a list of embargo goods. If the user of cargos and other items to be exported is found in the List, exporters must submit an application for an export license except in the case where it is evident that those cargos and other items are not used for the development of or other conduct related to weapons of mass destruction. The list has been issued since the catch-all control was introduced in April 2002.
