Progress Made in the Regulatory Reform for Individual Enterprises-Results of efforts to utilize the System of Special Arrangements for Corporate Field Tests and the System to Remove Gray Zone Areas-

On January 20, 2014, the Industrial Competitiveness Enhancement Act came into effect. Under the Act, the Government of Japan created the System of Special Arrangements for Corporate Field Tests and the System to Remove the Gray Zone Areas, aiming to encourage entities to start new businesses. The Ministry of Economy, Trade and Industry (METI) hereby announces that it compiled the results of requests submitted by entities to METI, as the ministry in charge, during the fourth quarter of FY2013 between January 20 and March 31, 2014.

2. Future schedule

Concerning the System of Special Arrangements for Corporate Field Tests, METI will proceed toward creating special measures concerning specific regulations by examining each request, including calling for public comment and developing related ministerial ordinances under the Industrial Competitiveness Enhancement Act. Following this step, entities that wish to use the special measures will submit requests to METI for approval of new business action plans pursuant to the Industrial Competitiveness Enhancement Act. Once such plans from the entities are approved by ministers in charge of the new proposed businesses, the entities will be able to start the new business, using the special measures concerning the specific regulations.
