Joint Press Release with the Consumer Affairs AgencyRecall of Electric Carpets Manufactured by Panasonic Corporation (Parts Replacement)

Serious product accidents involving electric carpets manufactured by Panasonic Corporation have occurred, causing the products to ignite and burn their surroundings.

The Ministry of Economy, Trade and Industry (METI) received a report on these incidents and announced them as serious product accidents on December 13, 2013, in accordance with Article 35 (1) of the Consumer Product Safety Act, which relates to accidents of unclear origin in a product other than a gas or oil appliance.

To prevent further accidents, on April 16, 2014, Panasonic announced on its website that it will provide replacement parts and replacement services for the products in question, including the recalled electric carpets, free of charge.

METI would like to alert consumers who have purchased the products in question that they should receive replacement parts and replacement services from the company to prevent any further accidents.

1. Nature of the accident and measures to prevent recurrence

1) Nature of the accident

Serious product accidents involving electric carpets manufactured by Panasonic Corporation (former Matsushita Electric Industrial Co., Ltd.) have occurred, causing the products to ignite and burn their surroundings. Five serious accidents were reported to METI in accordance with Article 35 (1) of the Consumer Products Safety Act (Control Nos.: A201300611, A201300551, A201300536, A201300526, A201200612).

The cause of the accidents is under investigation, but it is thought that when the case is under repeated pressure from having a weight rested upon it or being stepped on, the external force applied causes the limited space between the relay substrate and the controller case of the product to come into contact, causing a contact failure at a soldered connection in the relay terminal, resulting in overheating and eventual ignition of the connected parts.

In addition, two similar accidents have been reported to the National Institute of Technology and Evaluation (NITE), as accidents that do not fall under Article 35 (1) of the Act.

In one of the accidents, which was reported as a serious accident and occurred on November 6, 2013, (Control No. A201200612) the cause has not been identified. However, it is thought that a soldered connection of the relay terminal may have caused the product to ignite. The investigation was finalized based on this assumption and the results have already been publicized.

No injuries have occurred as a result of the seven accidents.

2) Measures to prevent recurrence

To prevent further accidents, the company will announce parts replacement and replacement services of the products in question* free of charge, on its website on April 16, 2014, and in newspapers on April 16, 2014.

*Note: The parts replacement also applies to other types of products with the same structures as the products in question, since the same fault may occur in them.
