Joint release with the Ministry of the EnvironmentAnnouncement of Calculated Results of FY2011 Greenhouse Gas Emissions According to the GHG Emissions Accounting, Reporting, and Disclosure System
The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) summarized the FY2011 greenhouse gas emissions reported from business operators according to the Greenhouse Gas (GHG) Emissions Accounting, Reporting, and Disclosure System under the Act on Promotion of Global Warming Countermeasures (Act No. 117 of 1998), and compiled a report.
The number of business operators/establishments that reported the amount of emissions was 11,086 operators (13,561 establishments) in the specified establishment emitter category and 1,381 operators in the specified transportation emitter category. The total amount of greenhouse gas emissions reported by specified emitters was 637.49 million tCO2.
Pursuant to the Act on Promotion of Global Warming Countermeasures, the GHG Emissions Accounting, Reporting, and Disclosure System obliges entities that emit significant amounts of greenhouse gas (specified emitters) to calculate their greenhouse gas emissions and report the results to the government, which should subsequently aggregate the reported data and announce a summary.*
The objectives of the system are to (a) make greenhouse gas emitters aware of their actual emissions through self calculation of emissions and to prompt them to establish a foundation for voluntary action and (b) visualize emissions data and thereby encourage and motivate people and business operators throughout Japan to take voluntary action.
METI and MOE summarized the FY2011 greenhouse gas emissions reported by specified emitters and compiled a report.

2. Brief summary of the results
The number of business operators/establishments that submitted reports and the totals of the emissions reported are shown below. The total amount of emissions reported by specified emitters was 637.49 million tCO2.

1: Specified establishment emitters
Operators that consume an overall total of 1,500 kl or more energy per year by crude oil equivalent for all establishments, and that satisfy the following requirements [i] and [ii]:
[i] Operators that conduct business activities subject to the calculation of greenhouse gas emissions with each establishment emitting 3,000 tons or more CO2 by type of greenhouse emission gas;
[ii] Operators that regularly employ 21 or more staff in total for all establishments
2: Total emissions after adjustment
Total amount of the greenhouse gas emissions that operators emitted in their business activities after adjusting it by compensating or nullifying the emissions with Kyoto Mechanism credits or deducting the emissions associated with the use of waste materials as raw fuels
3: Specified transportation emitters
Specified emitters that report their emissions in the transportation sector, including specified freight carriers, specified consigners, specified passenger carriers, and specified air carriers under the Act on the Rational Use of Energy
*Note: The total amount of the CO2 emissions from energy resources associated with the use of electricity supplied by third parties is calculated by multiplying the total amount of electricity used in FY2011 by a CO2 emission coefficient in FY2010.
3. Announced data and request for information
The METI Minister and MOE Minister compile the data collected from the relevant ministers within the jurisdiction of the emitters, who receive emissions reports from specified emitters, and publicize the results along with overall information on specified emitters:
(a) Calculated amount of emissions of specified emitters by operator and by industry,
(b) Calculated amount of emissions of specified establishments by industry and by prefecture, and
(c) Amount of emissions after adjustment of specified establishment emitters by operator.
Upon request from the public, the METI Minister, MOE Minister, and the relevant ministers disclose the following information with regard to specified establishment emitters:
[i] Specified establishment emitters
(a) Information on operators,
(b) Total Kyoto Mechanism credits acquired by operators and total domestic certified emission reductions held by operators by type,
(c) Information on specified establishments,
(d) Calculated amount of emissions by type at specified establishments, and
(e) Related information on specified establishments.
[ii] Specified transportation emitters:
(a) Information on operators, and
(b) Business conducted by operators.
Starting at 16:00 on May 23, 2014, METI and MOE will accept requests for information on the reports of all establishments. Likewise, relevant ministries and agencies will accept requests for information on the reports of establishments in industries within their jurisdiction.
