METI Compiled a Report concerning the Results of Efforts for Increasing the Reserve Margin of Electricity based on the Electricity Supply-demand Measures in the Summer of FY2014

The Ministry of Economy, Trade and Industry (METI) compiled the results of the efforts taken by utilities in the central and western areas of Japan (Chubu Electric Power Co., Inc., Kansai Electric Power Co., Inc., Hokuriku Electric Power Company, Chugoku Electric Power Co., Inc., Shikoku Electric Power Co., Inc., and Kyushu Electric Power Co., Ltd.) to increase the reserve margin of electricity. The utilities were requested to take such efforts in a report “Electricity Supply-demand Measures in the Summer of FY2014.”

1. Details of the request based on the Electricity Supply-demand Measures in the Summer of FY2014

On May 16, 2014, the Electricity Supply-Demand Review Committee decided on Electricity Supply-demand Measures in the Summer of FY2014. The report states that the supply-demand balance situation of electricity in the summer of 2014 is expected to be severe, particularly in the central and western areas of Japan. Based on this prospect, the report also requested the utilities in the areas to increase the reserve margin by the end of June by utilizing contracts with consumers to adjust the supply-demand balance of electricity and other measures and also requested that they disclose the results of the effort.

The report further requested that Kansai Electric Power and Kyushu Electric Power, where the supply and demand situation is expected to be particularly severe, increase the reserve margin to more than 240,000 kW in total so that the utilities will be able to secure the reserve rate of 3% or more as a minimum requirement for stable electricity supply without depending on the interchange of electricity from other utilities in the eastern area of Japan.

2. Results of increases in the reserve margin

Utilities in the central and western areas increased the reserve margin to 553,000 kW in total. In addition, METI confirmed that Kansai Electric Power and Kyushu Electric Power boosted the reserve margin to 434,000 kW in total, in response to the request to increase it to more than 240,000 kW in total. The breakdown of the increased reserve margin of the utilities is as follows:
