Opening of a Portal Site on Voluntary Approaches Taken by the Industrial Community

The Ministry of Economy, Trade and Industry (METI) has launched a portal site on voluntary approaches (the Voluntary Action Plan on the Environment; the Commitment to a Low Carbon Society) taken by Japan’s industrial community toward global warming issues, in order to facilitate communication of these efforts to both domestic and international audiences. The portal site will support voluntary approaches, which have been taken as efforts by industry to counter global warming, as a pillar of Japan’s post-2020 global warming countermeasures.

1.Background and history

Voluntary approaches taken by Japan’s industrial community (the Voluntary Action Plan on the Environment; the Commitment to a Low Carbon Society) to global warming issues have engaged industrial organizations in setting up voluntary targets to counter global warming since 1997. Reviews of the progress made under the Kyoto Protocol Target Achievement Plan conducted by the Government’s Global Warming Headquarters have evaluated this method to have produced sufficiently high results and encourage the enhancement of its effectiveness through further disclosure of data and communication of relevant information to a global audience.  

In July, given prospects of intensified discussion on a post-2020 framework for global warming countermeasures, Keidanren (Japan Business Federation)  declared that it would continue its voluntary approach to global warming issues through 2030. With a view to support such efforts as a pillar of Japan’s future global warming countermeasures, METI has set up a portal site on voluntary approaches taken by the industrial community within the METI website.

The portal site will enable users to have one-stop access to various information (in both Japanese and English) on voluntary approaches taken by the industrial community, including industry-specific action plans and performance data. It promises to facilitate historical analysis and evaluation by third parties, including academic studies by researchers in Japan and overseas, as well as facilitate reference to information on efforts undertaken by other industries and the sharing of best practices, thus further expanding efforts by industry. Enrichment of the English version of the portal site will serve to enhance international dissemination of information on what have been achieved by Japan’s industrial community through voluntary approaches.    

2.Information to be provided on the portal site

  • Action plans compiled by each industry, introduction of best practices (information-sharing, standardization, international cooperation, etc.)
  • Performance data (production, energy consumption, CO2 emissions, investments, etc.)
  • Status of follow-ups conducted by Keidanren and concerned ministries and agencies
  • Evaluation and analysis of the Voluntary Action Plan on the Environment, etc.
