METI State Minister Akaba Visited China

From August 31 (Sun.) to September 3 (Wed.), 2014, Mr. Kazuyoshi Akaba, State Minister of Economy, Trade and Industry, visited Shanghai and Beijing, the People’s Republic of China.

On August 31, State Minister Akaba visited Japanese companies developing business in Shanghai and exchanged views with related personnel. On September 1 and 2, he attended the APEC Energy Ministerial Meeting in Beijing and had meetings with energy ministers of the participating economies. On September 3, he also had a meeting with the Chinese government.

1. Visiting Shanghai

State Minister Akaba exchanged views with people related to Japanese companies that develop business in Shanghai concerning current business trends in China and the business environment in the city.

2. APEC Energy Ministerial Meeting

State Minister Akaba attended the 11th APEC Energy Ministerial Meeting held in Beijing. The meeting discussed certain issues, placing a theme titled “Joining Hands Toward Sustainable Energy Development in the Asia-Pacific Region” at the center, with people from 21 APEC economies and international organizations attending, and finally compiled Beijing Declaration.

Japan introduced its latest energy policy-related activities, including the New Strategic Energy Plan formulated in April 2014. In terms of Japan-led cooperative efforts under the APEC framework, Japan proposed new initiatives of conducting APEC Oil and Gas Security Exercises, including appropriate measures for responding to disrupted oil and gas supply and launching policy research for the potential impact of changes in the energy situation, including the shale gas revolution, on industrial competitiveness. Both of these initiatives were explicitly stated in the declaration. In addition, the participants appraised the results of the Japan-led APEC Low-Carbon Model Town Project and agreed to continue promoting the project.

Furthermore, the participants shared the significance of facilitating LNG trading, promoting energy conservation efforts, highly-efficient coal-fired power generation, and making use of clean energy resources, including nuclear energy, which were also included in the declaration. In addition, China proposed the establishment of an APEC Sustainable Energy Center in China, and the participants endorsed the proposal.

3. Bilateral meetings with energy ministries from the participating countries

State Minister Akaba had bilateral meetings with: H.E. Mr. Wu Xinxiong, Director of the National Energy Administration, China, H.E. Mr. Daniel B. Poneman, U.S. Deputy Secretary of Energy, H.E. Mr. Susilo Siswoutomo, Vice Minister of Energy and Mineral Resources, Indonesia, H.E. Mr. Greg Rickford, Minister of Natural Resources, Canada, and H.E. Dr. Maximus Ongkili, Minister of Energy, Green Technology and Water, Malaysia. State Minister Akaba exchanged views with respective ministers concerning future strengthened energy cooperation, including the stable and inexpensive supply of LNG and making use of clean energy resources such as highly-efficient coal-fired power generation.

4. Meeting with the Chinese government

State Minister Akaba had a meeting with H.E. Mr. Chen Fengxiang, Vice-Minister of the International Department of the Central Committee of the Communist Party of China, and exchanged views with him concerning the importance of the economic exchange between Japan and China. At the same time, Japan suggested that both sides should promote bilateral cooperation so as to meet the interests of both Japan and China in the fields of energy conservation and the environment.
