International Symposium entitled “Evaluating Industry-led Voluntary Approach and Discussing the Future of Climate Change Policy” was Held

On September 2, 2014, the Ministry of Economy, Trade and Industry (METI), Keidanren (Japan Business Federation), and the Institute of Energy Economics, Japan, jointly held an International Symposium concerning Voluntary Approaches on the Environment Taken by the Business Community, aiming to evaluate the business community’s voluntary approaches to addressing global warming and discussing the future directions of such approaches. METI will support such approaches as an important pillar of post-2020 countermeasures against global warming and facilitate the conveying of related information on the details and results of the approaches both domestically and overseas.

1. Outline of the symposium

Date: September 2 (Tue.), 2014, from 13:00 to 17:00
Venue: Keidanren Kaikan (Otemachi, Chiyoda Ward, Tokyo)
Participants: 300, including people from the business community, experts, and officials from foreign embassies

2. Summary of the outcomes

Three speakers presented keynote speeches focusing on post-2020 policies for addressing climate change as follows:
Mr. Yoichi Kaya (President of the Research Institute of Innovative Technology for the Earth): Future Strategy for Mitigating Climate Change;
Dr. W. David Montgomery (Senior Vice President of National Economic Research Associates, Inc. (NERA)): Roles Played by Voluntary Approaches to Policies for Addressing Climate Change; and Mr. Yasushi Kimura (Chairman of the board and the Committee on Environment and Safety of Keidanren): Keidanren’s Policies of and Approaches to Global Warming Issues.

At the panel discussion (chair: Dr. Hidetoshi Nakagami, CEO of Jyukankyo Research Institute Inc.), the following panels discussed the issues concerning the effectiveness of voluntary approaches and challenges thereof, focusing on the roles of business communities’ voluntary approaches to Japan’s policies for addressing global warming and future challenges thereof:
Mr. Taishi Sugiyama, senior research scientist, the Central Research Institute of Electric Power Industry;
Dr. Ernst Worrell, professor, University of Utrecht;
Dr. Brian P. Flannery, center fellow, Resources for the Future (RFF);
Dr. W. David Montgomery, senior vice president, NERA; and
Mr. Hiroyuki Tezuka, chair of the working group for the strategy for international environment under the Committee on Environment and Safety, Keidanren.

Through the symposium, participants reaffirmed that the voluntary approaches are policy measures playing an important role for the measures for addressing global warming. METI will strive to support such approaches as an important pillar for global warming countermeasures and facilitate the conveying of related information on the details and results of the approaches both domestically and overseas.
