Progress Made in the Regulatory Reform for Individual Enterprises-Results of efforts to utilize the System to Remove Gray Zone Areas and the System of Special Arrangements for Corporate Field Tests from July 1 to September 30, 2014 (July–September Period)-

On January 20, 2014, the Industrial Competitiveness Enhancement Act (hereinafter referred to as the “Act”) came into effect. Under the Act, the Government of Japan created the System to Remove Gray Zone Areas and the System of Special Arrangements for Corporate Field Tests. Concerning the two systems, the Ministry of Economy, Trade and Industry (METI) hereby announces that as the ministry in charge, it has compiled the results of requests submitted by entities from July 1 to September 30, 2014 (July–September period).

Reference: Requests from entities for authorizing a new business action plan under the Act

During the July–September period from July 1 to September 30, 2014, METI received one request jointly submitted by two entities for authorizing a new business action plan under the Act. In response, the METI Minister authorized the request as follows:

Title: A Plan for utilizing higher-power electric-motor-assisted bicycles with delivery carts to drive on public roads for distribution business

The request was jointly submitted by Yamato Transport Co., Ltd. (Chuo Ward, Tokyo) and Yamaha Motor Co., Ltd. (Iwata City, Shizuoka Prefecture), and was authorized by the METI Minister on September 18, 2014.

2. Future schedule

Concerning the System of Special Arrangements for Corporate Field Tests, METI will proceed toward creating special measures concerning specific regulations by examining each request, including calling for public comments and developing related ministerial ordinances under the Act. Following this step, entities that wish to use the special measures will submit requests to METI for authorization of new business action plans pursuant to the Act. Once such plans are authorized by ministers in charge of the new proposed businesses, the entities will be able to start the new business, using the special measures concerning the specific regulations.
