The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) have compiled the amount of fluorocarbons recovered from commercial refrigeration and air-conditioning units in FY2013 pursuant to the Law for Recovery and Destruction of Fluorocarbons Contained in Commercial Air-conditioning and Refrigeration Units (hereinafter referred to as “the Fluorocarbons Recovery and Destruction Law”). METI hereby announces the compiled results.

In FY2013, the total number of such units from which fluorocarbons were recovered was about 1.37 million, and the amount of fluorocarbons recovered was about 4,463 tons, which shows an increase of about 70,000 units (about 5.3%) and a decrease of about 80 tons (about 1.8%) from the previous year respectively.

1. Summary of the compiled results of the amount of fluorocarbons recovered in FY2013

In FY2013, the total number of the units from which fluorocarbons were recovered was about 1.37 million, and the amount of fluorocarbons recovered was about 4,463 tons, which shows an increase of about 70,000 units (about 5.3%) and a decrease of about 80 tons (about 1.8%) from the previous year respectively.

A breakdown of the amount of recovered fluorocarbons during disposal or maintenance* is as follows:

1) Recovered fluorocarbons during disposal

In FY2013, the total number of units from which fluorocarbons were recovered during disposal was about 1.15 million, and the amount of fluorocarbons recovered was about 3,088 tons, which shows an increase of about 80,000 units (about 7.0%) and a decrease of about 56 tons (about 1.8%) from the previous year respectively (see Table 1).

2) Recovered fluorocarbons during maintenance

In FY2013, the total number of units from which fluorocarbons were recovered during maintenance was about 220,000, and the amount of fluorocarbons recovered was about 1,375 tons, which shows a decrease of about 10,000 units (about 3.0%) and about 24 tons (about 1.7%) from the previous year (see Table 1).

*Note: The term “during maintenance” refers to the time when fluorocarbons contained in the units are recovered during maintenance or repair, subject to the units which will be used again after maintenance or repair, rather than being disposed of.

2. Future actions

Fluorocarbons are thought to destroy the ozone layer and contribute to global warming. To combat such effects, it is necessary to promote the recovery of fluorocarbons and curb emissions into the air. To achieve this goal, METI will endeavor to strengthen the enforcement of the Fluorocarbons Recovery and Destruction Law jointly with MOE and local governments, and continue to promote the recovery of fluorocarbons.
