On May 30, 2015, the Ministry of Economy, Trade and Industry (METI) will hold the second Japan-Africa Ministerial Meeting for Resources Development (JAMM 2) in Tokyo. On May 28 and 29, 2015, METI and the Japan Oil, Gas and Metals National Corporation (JOGMEC) will jointly hold Japan-Africa Mining & Resources Business Seminar 2015(J-SUMIT2), also in Tokyo.
1. Outline and purpose
Africa is a continent with high-resource potential. However, it also faces many challenges in the investment environment, regional situations, and other business elements, which involve difficulties that the private sector is facing alone in developing business activities on the continent. To address the challenges, METI and JOGMEC decided to hold a meeting with Africa’s ministers responsible for resources as well as a business seminar organized by the Government of Japan, so as to establish an ongoing relationship between Japan and Africa. By doing so, Japan aims to expand opportunities to bring about a mid-to-long term stable supply of mineral resources from Africa.
On May 18, 2013, the first JAMM and J-SUMIT were held with people from 15 African resource countries attending, and the results of the meetings were reported to the fifth Tokyo International Conference on African Development (TICAD V).
At JAMM 2 and J-SUMIT 2, participants will discuss a variety of issues, focusing on the four themes* described in a program titled “Japan’s Initiatives for Promotion of African Resources Development,” which was compiled at the first JAMM.
The four themes of the initiatives are:
[i] Measures for Promoting Investment for Infrastructure and Resources Development in Africa;
[ii] Measures for strengthening the basis of African resources industries and human resource development;
[iii] Measures for promoting sustainable resources development in terms of environment/safety; and
[iv] Measures for encouraging symbiosis with local communities.

Venue: The Prince Park Tower, Tokyo Expected participants: Government officials from African countries, including ministers responsible for resources, and people from resource-related enterprises, international organizations, related enterprises, and other entities inside and outside Japan

- The term “JAMM” is an acronym for the Japan-Africa Ministerial Meeting for Resources Development.
- The term “J-SUMIT” is an acronym for the Japan Sustainable Mining, Investment and Technology Business Forum.
- At these events, nearly 80 speeches and presentations were made by participants including Africa’s ministers responsible for resources, resource majors, Japanese enterprises, and other entities. At the forum site, 59 enterprises and organizations exhibited displays. About 2,000 people participated in the forum.
