A System of Special Arrangements for Regulations on Electric Personal Assistive Mobility Device Use on Public Roads to be Created-An effort for making use of the System of Special Arrangements for Corporate Field Tests under the Industrial Competitiveness Enhancement Act!-

By utilizing the System of Special Arrangements for Corporate Field Tests based on the Industrial Competitiveness Enhancement Act, which was enforced on January 20, 2014, a special measure will be created to allow electric personal assistive mobility devices to be used on public roads.

1. Outline of the System of Special Arrangements for Corporate Field Tests

The System of Special Arrangements for Corporate Field Tests under the Industrial Competitiveness Enhancement Act is a special measure which is applied to individual companies. Under the system, a private company is eligible to make a request to the Japanese government specifying deregulations of the current law which are required for launching new business activities. In response, a competent minister for business and a competent minister for regulation will examine and discuss the request to determine whether or not the request should be approved.

2. Details of the new special measure

As electric personal assistive mobility devices are not permitted for use on public roads under current laws and regulations (the Road Traffic Act and the Road Transport Vehicle Act), public road demonstration experiments are being conducted on public roads in Tsukuba City, Ibaraki Prefecture, through a practical implementation of the System of Structural Reform Special Districts.

According to “Japan’s Robot Strategy,” which was approved by the Headquarters for Japan’s Economic Revitalization on February 10, 2015, new methods of dealing with assistive mobility devices will be considered, including whether to make use of the “Special System for Corporate Field Tests,” in order to promote robot utilization while simultaneously promoting regulatory reforms which are well-balanced in terms of regulation and rule establishment.

In response to a request from private enterprises, and after examination and discussion held by the competent ministries and agencies for industry and regulations, a system of special measures for regulations, allowing private enterprises to conduct field tests of electric personal assistive mobility devices on public roads will be created, in addition to the System of Structural Reform Special Districts. Accordingly, field tests on public roads, including on narrow roads in urban areas with a certain population density, which have not yet been conducted in the Structural Reform Special Districts, will be possible.

The introduction of such special measures will enable the development of various types of services using electric personal assistive mobility devices, which is expected to lead to the realization of the “world’s leading robot utilization society,” mentioned in “Japan’s Robot Strategy,” and enhancement of Japan’s industrial competitiveness.
