Joint Press Release with the Ministry of Foreign Affairs, Ministry of Finance, and Ministry of Land, Infrastructure, Transport and Tourism Announcement of Partnership for Quality Infrastructure

Prime Minister Abe announced the “Partnership for Quality Infrastructure” at the 21st International Conference on The Future of Asia, on May 21, 2015.
In order to meet the massive infrastructure demand in Asia, Japan, in collaboration with the strengthened Asian Development Bank (ADB), will provide approximately USD 110 billion for “quality infrastructure investment” in Asia over the next five years.

1.Outline

From South East and South West Asia to Central Asia, the Asian region needs an immense amount of infrastructure development and financial resources for it to unleash its potential and to continue to be a growth center that leads the world economy of the twenty-first century.
To that end, Japan, in collaboration with the strengthened Asian Development Bank (ADB), will provide approximately USD 110 billion (about a 30% increase) for “quality infrastructure investment” in Asia over the next five years.
This initiative will play a catalytic role in further mobilizing global, private sector financial resources and know-how to Asia, a region full of potential, in a way that promotes necessary infrastructure investment, both in terms of quantity and quality.

2. The Four Pillars of the “Partnership for Quality Infrastructure: Investment for Asia’s Future”

  1. Expansion and Acceleration of Assistance through the Full Mobilization of Japan’s Economic Cooperation Tools
  2. Collaboration between Japan and the Asian Development Bank (ADB)
  3. Measures to double the supply of funding for projects with relatively high risk profiles by such means as the enhancement of the function of the Japan Bank for International Cooperation (JBIC)
  4. Promoting “Quality Infrastructure Investment” as an international standard
