Promulgation and Enforcement of Partial Amendment of Rules on Factory Location- Relaxing the Restrictions on the Ratio of Production Facility Area for Some Businesses -

The Ministry of Economy, Trade and Industry (METI) partially amended the Rules on Factory Location and promulgated and enforced the rules as amended on May 25, 2015. According to the amendment, the upper limit for the area ratio of production facilities shall be increased to 65% for some businesses. Regulations for production facilities’ area under the Factory Location Act were examined by the Subcommittee to Study the Factory Location Act of the Regional Economic and Industrial Committee under the Industrial Structure Council. Based on the results of the examination, the Act has been amended as described below.

1. Outline of the Partial Amendment of Rules on Factory Location

The Appended Table 1 of the Rules shall be revised to raise the upper limit for the area ratio of production facilities to 65% in the areas of business listed below:

  • The lumber manufacturing business and wood products business (excluding the general lumber business)
  • The interior finish materials, plywood, and building assembly materials manufacturing businesses (excluding the fiberboard manufacturing business)
  • The nonferrous metals and cast metals manufacturing business
  • The general lumber business
  • The agricultural machinery manufacturing business (excluding the farming tool manufacturing business)
  • The textile machine manufacturing business
  • The construction machine and mining machine manufacturing businesses
  • The refrigerator and temperature humidity control device manufacturing businesses
  • The lubricant and grease manufacturing businesses (excluding the petroleum processing business)

(Reference) Factory Location Act

The purpose of this Act is to conduct investigations into issues concerning factory location, announce rules on factory location, and issue recommendations and orders based on such investigations and rules, in order to provide appropriate factory locations, while preserving the environment, and thereby contribute to the sound development of the national economy and national welfare.
