“Enevolution” Initiative for Driving Overseas Expansion of Energy Industry through Export of Infrastructure was Launched

The “Enevolution” initiative was launched aiming to provide comprehensive one-stop solutions in response to the needs of emerging countries, such as those in Asia, through the full mobilization of Japan’s extensive experience in drafting energy policies and advanced technologies in all fields.

1. Background and Objectives

In emerging countries, such as those in Southeast Asia, it is estimated that energy demand will increase by 80 percent within the next 20 years, and their dependence on imported energy will also rise. The estimated market size for infrastructure necessary to secure stable energy supplies is one trillion dollars. In such countries, while energy strategies and national-level energy infrastructure programs are being formulated, assistance for corresponding infrastructure development is expected.

Alongside the “Partnership for Quality Infrastructure,” which was announced by Japanese Prime Minister Shinzo Abe on May 21, 2015, “Enevolution” aims to improve the “quality of life” of people in Asia, through the development of highly efficient and reliable energy infrastructures.

2. What is Enevolution?

Enevolution is a new initiative that fully mobilizes Japan’s extensive experience in drafting energy policies and advanced technologies from across all fields.

In response to the needs of emerging countries, such as those in Asia, Enevolution will offer comprehensive one-stop solution by integrating development of energy strategies and policies, participation in infrastructure projects and provision of technical and financial support schemes. For this purpose, the Office of Global Strategy for Energy Industry has just been established under the Agency for Natural Resources and Energy

Initiatives for Enevolution

  1. Holding policy dialogues with key emerging energy countries through public and private cooperation
  2. Promoting integrated approaches by identifying projects and providing relevant support in further cooperation with private sector as well as multilateral development banks
  3. Developing a better environment for global understanding of the “quality of infrastructure” in the energy field

3. Actions to be taken

  1. Holding energy policy dialogues with key countries including India, Indonesia, Thailand, and Myanmar within the year 2015
  2. Strengthening cooperation with the Asian Development Bank (ADB)
  3. Establishing a council participated by business and relevant organizations in June 2015 in order to assist global development of energy industry through infrastructure exports
  4. Promoting the ideas of improvement of the “quality of infrastructure” in the energy field at international energy conferences
